SOUTH VANCOUVER—At the council meeting Monday afternoon it was  decided to have the paving of Fraser Ave., for which the provincial executive ha3 supplied §10,000, carried out  by day labor under the supervision of  the municipality's engineer instead of  by contract. Tenders had been called for and when opened showed that  according to the engineer's estimate  for a day labor undertaking the municipality could do the work for less  than the lowest tenderer.
