LOCAL FIRM PRESENT STRONG  CLAIMS   FOR   CONTRACT  It was stated at the office of Messrs.  Mackinnon, Cooper, Drabble & Co.,  here yesterday, that the report from  Victoria that the firm had withdrawn  from-;the Pacific Great Eastern Railway contract for forty-two miles of  roadbed, was incorrect.  "On the contrary we are still strongly presenting our claims to the government on the original alternative  proposal to carry out the work on the  basis of cost plus 4 XA per cent., with  a bonus of 25 per cent, on any balance  saved below the engineer's estimate."  said one of the company officials. Continuing, he said:  "The company has every confidence  that the letting of the contract in this  way will be the government's solution  of the problem and points out that on  this- basis there would e positive  assurance of getting the work done at  minimum cost, the contractor benefitting mutually with the government in  economical construction."  During the month of July, a greater  number of building permits were issued in Seattle than in any other city  in the United States except New York  City.    Monday, August, 19yi, was the  busiest   day experienced   in   the   history of that city when 99 permits were  issued  by tlie building permit office. The mill and molding loft is about  seventy-live per cent, completed, this  being a commodious two-story wooden structure in which the baud saw  and planing machinery will be installed. The molding loft will give a large  area <jf clear floor space for the operations of the draughtsmen and designers.  The office building was completed  last week, being located approximately  100 yards to the eastward of the partially finished mill.
