PLAN ALTERATIONS TO  ROYAL CITY COURT HOUSE  A number of "alterations and improvements and a small addition is  planned to the provincial court house  in New Westminster and tenders for  this wo?k are now being called, according to a notice which appears  elsewhere in this issue. BUILDING   IN   VICTORIA  HAS DOUBLED THIS YEAR  VICTORlA.-'-That Victoria is keeping pace with the building activity  shown in other coast cities is indicated by the returns of the city building inspector's department which, up  to date give an increase of more, than  double on the aggregate value of the  construction authorized so far this  year as compared with the same period of 1919.  The month of July also showed a  big increase over the same month last  year, there being 24 permits issued  during the past month, which authorized construction of a.total value, of  $134,720/ which shows better than a  live-fold increase over the same month  last year when there were 22 permits  issued  which  totalled  only $26,915.  Buildings authorized so far this  year are aproaching closely the half  million mark, tlie total up to the end  of July being $471,621, which greatly  surpasses the aggregate of permits issued up to the end of July, 1919,  which were $234,091. Mr.  Edwin B. Woodell, Jr., a well known  eastern architect, :offers the following  suggestions in House.Beautiful:  In these days when the cost of building is so high, every square inch of  plan must be used,' and if the average house-keeper is to have a home  at all he must build it as small as can  be. The cost.of a house (is'In"its size  much more than its detail, excepting,  of .course, any elaborate detail* which  is prohibited in the so-called moderate  priced house of today." -    -  The hall is a place where everyone  likes to. have.,spacious.. They like to  look from the front door through..the  front garden and out.onto the terrace.  If space is to be saved," however, the  hall .can .be. cut, down very, appreciably,  and quite attrartiye halls ahd stairs  hare.-been..designed in the minimum  of space by using an enclosed'stair;  t"aat:iis>T one -which7 goes _ up between  walls. \The'-haH~,can^be;'as small as  ^ve feet square and still be very nice.  Living. rooms really , must be comparatively-spacious.5 Twelve feet by  sixteen .should, be'considered the mini,-  I mum. /A considerable saving' of  space "can be effected 'bv combining  living-room, and dining-room into"one  joom,, and .where one does one's own  .work, ^ Jth,e inconvenience should not  be 4 great. A, dining, room must never  be less than " eleven-. feet by twelve.  This,is'the-"minimum size In which a  forty-six inch or" forty-eight inch round  table can ' be placed*" and still- allow,  passage behind .the chairs..,.This also  provides, room for. an average serving  table.       -'. »  " The size of a kitchen is subject to  personal likes so that it is dangerous.  to say what is adequate. A stove,  combination, gas and coal or electric,  two tubs;and a sink;can be had in a  kitchen nine, feet by ten feet, but  .there is no. remaining room: for a,  .central table. In connection with a  kitchen as Vmall' as .nine by ten, there  must be a kitchen pantry and a cold >  closet or else a separate refrigerator.  For a bedroom, the size depends a  good deal on its purpose, whether for  single, double, or twin beds. A bed,  table, dresser and single bed can be  had in a room nine by ten; twin beds  in a room* twelve by twelve, and, a  double, bed in a room ten by twelve.  Bedrooms should not be made smaller  tban the dimensions given.  Five by eight feet is the smallest  room in which bathroom fixtures can  be conveniently arranged. A closet  not less than two'feet by three feet  must be provided for every single  room, and-two of this size for double  rooms. In some of the recent, housing schemes, bedrooms, are shown six  by. nine,'living rooms eight by ten,  but this seems to be carrying economy,  much.too far.
