It is a delightful little game  of "passing the  buck."    The  capable  officials and contractors who are ready  to go ahead and do something, blame  it on the city and municipal councillors in their turn, claim that the civic  corporations must be safeguarded and  that they have no satisfactory agreements with the provincial government.  And   then  the  provincial  government  officials  "pass  the buck"  back again  to   the cities  and   municipalities   and  the merry game goes on.  As far as Vancouver'is concerned!  tlie lack or progress in this important  venture is akin to disgrace. For the j  leading city and commercial centre of  tlie province not to have .started a single new home for a returned veteran,  although possessing a grant of approximately $300,000 for that purpose,  is certainly not a record that can be  pointed to with any noticeable degree;  of civic pride just now. Let's hope  that the aldermen will endeavor' to  make up for the delay in' the all-too-  short remaining months of the summer and fall. It was away back during the early  part of last''February that the Dominion Government announced that $25,-  •00,000 had been set aside for allocation to the different jprovinces of the  Dominion to be devoted to the erection of new homes for soldiers under  an easy payment plan. - It was announced that the funds'".rjfere to be  made immediately available and the  various provinces were' invited' to apply at once for their share of the appropriation on a population basis, and  then get busy meeting the demand for  more houses.  That was nearly seven months ago.  'What has ensued in the meantime certainly cannot be pointed to with any  particular degree of pride in the way  of dispatch by either tlie provincial  government of this province or the  different municipalities who have had  the direct carrying out of the details  of the housing scheme. The net result of it all is that five new; houses  are about completed in South Vancouver and two have been commenced in  Point Grey. Many others are planned,  it is true, but the plans have not gotten  beyond the paper stage as.yet. Meantime, scores, yes hundreds, if not  thousands of soldiers who are ready  and anxious to take advantage'of what  facilities the act allows them, are inwardly chafing at the disgraceful delay    in    accomplishing    real    results. It was  stated by speakers that the total sum  of $87,000 which had been allotted to  South Vancouver, had been divided between the two concerns.  Speakers pointed out that one of the  two schemes was the Soldiers Better  Housing plan, to which a total of $25,-  000 had been allotted. The other was  the land settlement'and building plan  fostered by the provincial government  which already had five houses, practically completed on Windsor street, and  I'o which an appropriation of $62,000  had been made. It was claimed that  the entire $87,000 should have gone to  one scheme and it would have resulted  in more and better new houses being  built.
