Curtis  of this city, announced the closing  yesterday^of all tenders for the construction of the new eight-roomed  public school at Penticton. It is expected that there will be soine close  bidding for the award of this school  among contractors from Vancouver, as  well as the interior, as the job will  run into about $80,000 to $90,000. The  bids are to be submitted to the Penticton school board at once and announcement bf the successful contractor is expected within a week's, time.  PAULSON  TO  BUILD  FINE   NEW   RESIDENCE  Plans have been completed at the fv|  offices of architect H. H. But all to no purpose.  '.And then to' add insult to injury, as  * far as Vancouver" is , concerned, Deputy Minister of Marine Alex. Johnston, from the comfortable depths of  a departmental arm chair in Ottawa,  blandy tells the long-suffering citizens  of Vancouver that there has been no  undue delay -in commencing work on  this project which means, so much to  the port development of Vancouver  .just now.  Let's see how facts align themselves  Ttrlth-Mr. Johnston's statements. In  "the first place, after, spilling a lot of  '"hot air'.' about this pier for over two  .years past) and citing what elaborate  .plans   the  government   had   in   store  " "for "Vancouver, the government tried  . to make a further stall when, a sug-  -eestion was made that the harbor dti-  "velopment  should  be  commenced  at  Kitsflano.      Then,-   after another six  '.months was wasted in the usual style  of a government  project,   Mr.  A.  D.  Swan,   the   eminent   harbor  engineer  , "was sent but and reported—as every  sensible person expected he would—  '"favorably on the site at the foot of  ".Heatley^ Avenue. Then another six  anonths was wasted before the sur-  "^ys were commenced, and when  Tfchese were cpmplete and the site de-  ~ .finitely  announced/ another  red  her-  -Ting was  drawn   across  the  trail   of  progress by an attempt to get some  kJfher  site  just   because   one   of  the  -Great Northern Railway officials went  "back on his original agreement. Finally, even that tangle was straighten-  :ed out and tenders called early this  spring for the dredging and filling.  'This was awarded to Grant & Macdonald, after the Great Northern Railway officials had agreed to waive extradition proceedings and accept an  agreed sum for their holdings which  form part of the site.  This contract was awarded  nearly  two  months and a  half ago,  and  at  that time it looked  as if there 'was  really going to be some action on the  pier construction.   But there the government,   baulked    or   else . went to  sleep on the job again.   For over two  months now the contractors have had  their plant and equipment on the job  ready to start but cannot do so because   some   departmental   official   at  Ottawa has forgotten to pay over to  the  Great  Northern  the  sum  agreed  upon for their waterfront.    Naturally  the railway company'is not going to  relinquish possession and title before  they have, been paid for the property.  And now the tenders are opened * for  the f construction of the concrete and  ^teel sub-structure of the pier and not  a-cubic yard of the many thousands of  excavation has yet been taken out in  the first contract.   Little wonder that  the B. C. Manufacurers' Association,  Board of    Trade    and    other    public  bodies are considering the calling of  an indignation meeting to-protest at  the interminable delay in proceeding  with this' project.  And' yet an Ottawa official says:  "There is, not any delay. . The work  is proceeding rapidly and favorably."  ..-Ts-this the way Canada's third greatest seaport and fourth city should be  treated?  ,  PLUMBING CONTRACT .  GOES TO J..P. McMURPHY  NEW WESTMINSTER—The school  board management committee has  awarded tlie contract for the installation of the plumbing in the remodelled technical school building to Mr.  J. P. McMurphy of this cisy. Mr. Me;  Murphy's bid of $5,010 was the lowest  of a number received.  The board has decided to Extend  the time for the receipt of tenders on  the heating system until next Saturday, August 14. This promises to be  a rather expensive item in the remodelling of the old provincial ja.il  building into quarters for the new  technical school, especially as all  material used jn hot water 'heating  systems has advanced very heavily of  late..  As the original grant of ?25,000  from the government for' the conversion of the old jail into a modern  school has already been exhausted, it  is estimated that another 310,000 will  be required to complete and equip  the building and Mr. T. J. Trapp of  the school board has been commissioned to take the matter up with  Premier Oliver at Victoria. A formal  request for further * financial assistance is to be made hy the board shortly. Depot,  AGAIN   INVITE BIDS ON  KITSUMGALLUM   SCHOOL  Not   having   received   any  satisfactory    lenders for   (ho    Kitsumgallum  school   when   bids   were   invited  last  ppring,   the   provincial   department of  public works is again asking for tenders   on   the   construction   of  a  three-  rcom addition  to the present school-  house at Kitsumgallum,' li. C, in the  Prince Rupert electoral district.   Tenders for this work will close on Wednesday, August 25, at noon, with -Mr.  A. E. Foreman, public works engineer.  .
