Mean-j  while the final readings will be given j  the   bylaw   at   a   special   meeting   of \  the council to be held today.  The debentures provided for in the  bylaw cover a period of $5 ye^ars and  bear 5 .1-2 per cent, interest. Price uncertainties1 there,   as   in   the ' United  States,  are  a  bar ,to  free  buying,  but there  also   seems   a   growing)   feeling   that  price revisions are not to be so great  as   earlier  expected.   American   woolens are offered at low prices, but even  higher   prices   for   linens   than   those  now ruling are predicted at Montreal.  The   latter   city   reports   retail   trade  good and exchange rates on New York  very   high,   though   not   equal   to   the  high-water mark of 191S. Toronto reports    wholesale    trade    slightly improved,  retail  trade  good,  but  manufacturing  quiet,   and   a   good   deal   of.  unemployment, although the advent of  spring promises to modify this greatly.    Grain is in better demand for export,   and   collections   for   March   are  better   than   they   were   in   February  Bank clearings for    the    week    total  $197,754,000,   as   against   $1S2,23G,000  last   week   and   $172,495,000   in;,  this  week  a year  ago.     Failures   for   the  week  number 12,  as against  10  last  week and 24 in this week a year ago. The interest charged  is not to exceed five per cent, and the  dwellings so erected must be sold at  a price not higher than the cost of the  land and improvements, except that  the city may add an administrative  charge of not more than one-half per  cent, providing this charge is not. compounded.  The maximum cost of the dwellings  is not to exceed $3000 for a 4 or 5-room-  ed house,, exclusive of bathroom and  summer kitchen, and $3,500 for a 6  or 7-roomed dwelling, also exclusive  of bathroom or summer kitchen. During the war about one-third of  the country's industrial capacity, including man-power, was diverted to  war production. To bring about this  great diversion of industry two means  Svere employed; stimulation and curtailment.    Stimulation    was    strongly  was a general, Dominion-wide curtailment  of building operations.  The reaction  from  this  which  followed the cessation of hostilities has  been   decidedly   marked.   It  naturally  takes time for priVate building to get  under way, and still longer, especially  in the spring months of the year and  under   present   unsettled   condition's,  for public works to get started in any  decided    volume.    However,    the    reports on building operations received  from city, provincial, and federal officials amply justify the belief that, an  exceptional amount of public construction will be undertaken this year.   In  that connection a close analysis of the  cost of construction show  that it  is  COULD   SAVE   $1,000   ON   EACH  HOUSE.  Winnipeg—The city council has under  consideration  the  biggest   house  building  scheme  ever  undertaken   in  the west. An effort, is to be made on  an elaborate scale to supply the acute  demand   for   dwellings   for   returned  soldiers and workingmen under a gigantic   plan,   whereby  individual  contracts will be awarded to erect groups  of houses to.fill the demand. In a recommendation  to  the  city council  to  adopt this group contract plan, Building Inspector  Rodgers   declared   tnat  about   $1,000   could   be   saved, in   the  construction 'of each house if separate  MINING  not so high today as many believe.
