And  there will be only one way to make  up that deficit and that will be by-  increased revenue from the property  —which is simply another way of saying higher, rents.  WHAT   IS" A   FAIR   HOUSE   RENT  UNDER   PRESENT  CONDITIONS?  ^Landlords all over the world are in  trouble with their tenants because  "they find it necessary to raise the  -rents. Ordinarily it is a mere question of supply and demand, and although in Vancouvers case' the de-  _land far exceeds the supply of all  "kinds of housing, that condition may  k "be said to prevail pretty well all over  the continent in a greater or lesser  degree."' Many a landlord has boosted  "his figures about as much as he  "-thought the /'traffic would bear."  "While there have been many cases of  apparent extortion, the fact remains  that rents have increased on the  average, not over 50 per cent, in a  period which has seen foods, clothing  -tnd other items of expense go up  Oram 75 to 150 per cent Because  -other things have increased' in price  -"-•HUcny tenants think that is no reason  'Hot advancing rents. <But how is the  --building owner situated with respect  —"lo operating costs on his property? Ordinarily these are the  *ac_y items considered in arriving at  • -proper rental figure.   But the owner  "who is something of a financier—us-  jng the  word  in  the  most commen-  -flatory    sense—looks    farther    ahead  -than this.   He knows that "the outside  —This house requires painting every  -three years;  that the inside requires  '^painting   and    papering-   every    ten  .-years—and oftener if rented to families/with  small children.    He knows  Xhat in twenty years, more or less, he  -will have to put in new furnaces, put  -on a new roof and thoroughly over-  _aul his  entire  system  of plumbing.  7ft is these items of infrequent occur-  -orence but of large aggregate amount,  * which the ordinary small householder  or landlord   fails  to  appraise  or  ap-  "■preciate    until    they    strike    him    a  knock-out blow by their sudden necessity.  There seems to be no indication  that costs of operating and maintaining building will diminish. The cost  of labor is continually rising, and it  anay well be that next year will see  The upkeep figures decidedly higher  than they are today, with a correspondingly greater deficit to he made  _p for the property-owner, due to in-  TO BUILD TWO HOMES  AT COQUITLAM  SOON  PORT COQUITLAM —' The city  council at its meeting Tuesday decided to accept the offer of the provincial government for an allotment of  $5,000 to be devoted to the erection  of two soldiers' homes here. The  homes which will cost |2,500 each,  have already been applied for, and it  is also possible that the council may  decide to apply to the government for  an increased allotment,' as there are  a number of other returned men in  the city who are anxious to • secure  loans for housing purposes.  PENTICTON   SHOWS   BIG  BUILDING  INCREASE  PENTICTON—The report of the  city building inspector for the first  three months of the year shows that  Penticton is .having a real revival of  building activity and the indications  of .the first quarter of the year are  that last year's aggregate, of construction value will be more than doubled  this year. This prediction is based  on the fact that the total-, value ^ of  last year's permits was about $ LOO,000,  while the value of construction authorized for the first three mdriths of  the present year already shows a total  of $42,231. This total is made up of  $33,181 for dwelling houses, $6,400 for  stores and $2,650 for outhouses, additions and alterations. The largest  single permit issued in this total was  for a $4,500 dwelling; but as there  are a number of rather important  business structures to be commenced  during the next few months, it is expected the total will be near the  $100,000 mark by midsummer.  GOOD  USE  AYRES  PAINTS  PROGRE8S BEING  MADE ON  BRIDGE  PLANS  VICTORIA—After having conferred at Seattle -with tKevheaa of the  Strauss Bridge Company of Chicago,  City Engineer F. M. Preston is back  and reports good progress being made  with the plans for the bascule span  of the new Johnston .Street bridge  which is being designed by the  Strauss Company. Despite the rush  of Vr*ork which the company has on  hand in. various bridge undertakings,  Engineer Preston was assured that  the plans would be complete within  three months time for submission to  the city.  Meanwhile draughtsmen in the city  engineer's department are making  rapid progress in preparing the plans  for the approaches to the new viaduct.  These having already been approved  by the officials of the C. P. R., which  is contributing a share of the cost, of  construction, the complete plans i'or  the approaches will be dispatched this  week to the federal department of  public works and the Dominion Board  of Railway Commissioners for formal  approval. The plans should be received back from, Ottawa in about three  weeks' time and then separate tenders for this part of the work can be  called. Frederick Gardiner,  701 Vancouver block, has prepared  tlie plans and is now inviting tenders  from Nanaimo and Courtenay contractors for the erection of an eight-  room residence at Lazo Bay for Mr.  A. Paul. The plans show a handsome  dwelling with all modern conveniences. It is estimated to cost in the  neighborhood   of $7,000.  Mr, Gardiner is also getting figures  from Courtenay contractors for the  erection of two residences in that  town which are to be built from plans  which he has prepared. They are estimated to cost about $5,000 each. TO  MAKE WALL  BOARD  With a desire to boost home industry by utilizing more of the raw materials of the province, and also in  order to avoid the delays incident to  continual importations* of these raw  materials when they can be just as  well secured locally, the Pacific Roofing Company, Ltd. has decided to erect  a new factory adjacent to its present  establishment oh Industrial Island.'  The new factory is intended for the  manufacture of wall board, building  paper and rag felt, the raw materials  for which can all be 'Secured in B. C.  The new factory together with the  machinery that will be installed, will  involve an expenditure of ?125,000..  The    present plant of the    Pacific  Roofing Company is equipped to manufacture roofing and building paper but  is compelled to buy the raw materials'  in  the  east  and  have   them  shipped  here.    These raw materials consist of  rag felt, and paper from, miles in the  east,  as   there  are  no  mills  we3t of  Quebec   from   which   these   materials  are available.    When the hew- factory  on Industrial Island • is in operation it*  will' riot only supply the local market  with materials which are In great demand' and  for which there  exists  a  ready market/ but everything that will  be used in the manufacturing processes of these goods will be procurable  in'British Columbia, either as the product of forest or. mine, or materials  which  are  at  present  considered   as  waste, such as rags and waste paper  from   stores   and   buildings,   hemlock  spruce slabs, ground silica, and talc,  arid sulphite pulpi ' ■'  A notable economic feature of the  operation of the present plant of the  Pacific Roofing Company arid the projected new plant is that the new plant  will to a certain extent furnish materials for the roofing factory which at  present is only operated a portion of  the year owing to shortage of material. The plans provide for the operation of the new factory about four-  months a year on the manufacture of  rag felt and building paper and for the  balance of the year on the manufacture of wall board, for which there is  a greater demand than can be supplied for some time.  An excellent s\%e affording ideal  water and rail shipping facilities, has  been secured for the new factory by  the lease from the harbor board of  two large lots comprising three-quarters of an acre on the west side of  •Industrial Island, opposite the Pacific  White Lead Company's plant and fac  ing the Hanbury Mill.  The building is to be of heavy mill  construction, 60 by 235 feet, and cov-  ever with  galvanized iron  in accordance   with  fire   regulations.    Part  of  the   building   will  be   two   stories   in  height to allow of the arrangement of  handling material by the gravity system, and  the  remainder will be  one  story.-There is a spur in to the site  now which is to be utilized for bringing in building -lateral.    Most of the  machnery will be built in: Vancouver,  and only a few necessary items purchased in the east.  ; To assist in financing the erection  of the i new factory and plant the directorate   of   the   Pacific.   Roofing   Company intend to place a number of preferred  arid common  stock  shares <on  the   local   market  early  next  month.
