Bowles, president of the Northwest  Steel Company. He so informed a  conference of shipbuilders at the city  ball yesterday, and pointed out that  in Portland alone from 30,000 to o0,-  000 men now engaged in the shipbuilding industry, would then be  thrown out of employment. He believed that by the end of the year  similar conditions in regard to the  shipbuilding industry would prevail in  most of the American coast cities. -  BUSINESS ITEMS  BRADSTREET'S WEEKLY REPORT  IN CANADA  Winnipeg—Wholesale and retail  trade is fair. A heavv snowfall occurred  PACIFIC COAST LABOR  SURPLUS REPORTED SMALL  According to the weekly report of  the Daily News Letter of New York,  Los Angeles has 8.500 surplus labor,  Portland G,000 surplus and Seattle  7,000 surplus. These three cities on  ihe Pacific Coast show the largest surplus of labor. Of the 8,000 unemployed before the end of the strike at  Tacoma, 6,">00 have returned to work,  it is stated. With the exception of the  first three cities named, labor conditions on the Pacific Coast are about  normal with a- slight unemployment,  says  the letter. PLAN   BIG  CITY  PUBLICITY CAMPAIGN  forced the hands of a few narrow-  minded members of the city council  who had shown by their previous attempts to wipe out the city publicity  department that they did not realize  one of the cardinal principles of modern business success—either for a city  or an individual.  At first glance, one might wonder  why Aid. Shelly took such a decided  stand on the question of civic publicity and the need for .more than doubling the civic appropriation for that department- this year when all other  civric departments were being cut to  the bone in the civic estimates. But  when the fact is taken into consideration that Aid.
