ONE HUNDRED HOUSES FOR SOLDIERS WILL BE BUILT SOON BY CITY After dilly-dallying with the question so long that they had raised a storm of protest from the returned soldiers, the city council at its meeting on Monday night, finally decided to accept the grant of $300,000 alio-' cated by the provincial government for the construction of homes for soldiers' in the city. In accepting the grant, the council of course binds the city to the financial responsibility for the carrying out of the soldiers' (housing plan. The aldermen dead- 'c-cked on the question by an even four-four and the decision to go ahead with the housing scheme was made on the casting vote of Mayor Gale. It was announced by Aid Elkins. chairman of the Soldiers' Housing Commission, which has been enquiring into the scheme very carefully, that this $300,000 could be utilized in the construction of at least 100 moderate priced homes. In the awarding of these 100 homes out of nearly 250 applicants, he stated it was intended to give preference to the widows of soldiers who had lost their original; homes, and to disabled soldiers who j were now here. On the basis of 5 1-2 i per cent., the monthly payment on a j loan of 1,500( to which it was propos-j ed to restrict the cost of each house, j except in special cases, would on'y I amount to 10.32. It will be ready for the preliminary tests before the completion of a tramway with which it is to be served, according to estimates. This will be some time in May, it is believed. It will have a daily capacity of 300 tons and will cost in the neighborhood of $200,000. Its equipment is exceptional in diversity, having been designed to concentrate ores from several mines, and the workmanship is superior throughout. The Iron Age—Among the leading producers of steel there has been no change in the feeling that price reduction at this time will not produce the desired revival in buying. Reductions in copper, more drastic than have been proposed in steel, have not stimulated demand, it is argued; and the spelter market, with the price below the cost of well-e(|uipped producers, lias no"semblance of life. The amount of steel bridge and building work put under contract in February was practically no greater than that In January. The total of the two months is 44,000 tons out of,, a year's capacity of 2,lfi0,000 tons. In the winter of 1914-1915, before the war demand from Europe set in and when the fabricated steel business saw tlie lowest demand for years, the January-February total was about 95,000 tons, more than twice this year's. the week total $1.82,230,000, as against $194,547,000 last week and $174,008,- 000 in this week a year ago. Differences of opinion exist as to the future of prices, and uncertainty on this point holds back trade, espe-. cially with country buyers. Montreal cotton mills have good orders ahead. American woollen mills are offering: men's wear at reduced prices. The maple sugar harvest is now on. Country roads are breaking up, restrict^ ing receipts of hay and work of trav^ elling salesmen. Seeds are active and; live stock are higher. Toronto ,reports'jobbing trade quiet and collfec}: tions slow. " Country merchants are; buying only for immediate needs, but- the feeling'is optimistic, nevertheless;; owing' to' good prices for cattle, hogs, and other produce. I^ack of shipping is said to be restricting export trade. Winnipeg reports, retailers" buying rather more freely, but retail distri-, bution is still quiet. Influenza interferes with business, and the'weather is still wintry. Bank clearings for at present and with such small amounts to be met, he did not think there would be much difficulty in meeting payments by those who took over the. homes. Therefore he did not see much financial responsibility in it for the city except to see that the utmost efficiency and economy was observed in the erection of the houses. In reply to a suggestion of Aid Rogers who feared disabled men would find it almost impossible to meet their obligations if they took up this plan, and who also, suggested that the question should be submitted to the ratepayers by a plebiscite, Aid. Elkins declared that'if the city had the right to vote $45,000 per annum in half pay tocivic employees to enlist, then the city had every right to go ahead with this scheme, especially with the backing and endorsement of the federal "and provincial governments. Aid. Elkins' motion providing for the city's acceptance of the $300,000 grant also carried with it a rider that the provincial government should be asked to allocate a larger bonus to Vancouver for the housing plan. An effort will be made by Mayor Gale to have any sums allocated to other municipalities which ar'fe not in a position to undertake any soldiers' housing, plan, diverted or re-allocated to Vancouver instead. As the official publication for the Architectural Institute of B.C., the B.C. Builders’ Exchange, and the Building and Construction Industries’ Exchange of B.C., the Record primarily covered news related to building, contracting, engineering, real estate, and industrial finance. The Record was published by the Record Publishing Company, which had previously published the paper under a number of different titles, including the Daily Building Record and the British Columbia Building Record. The Record subsequently evolved into the Journal of Commerce. |
