By such selection the British Columbia Kecord is no wise ..pledged ; to editorial'- support of any policy advanced  by those societies, but maintains an absolutely independent position' oh all matters subject to editorial opinion.     ■ - •■■  ADOPT "SAFETY FIRST" ■■ i»  IN   PUBLIC   GARAGES  Tbe city is fortunate in  having iD  its  employ  a  couple  of  capable  ofli  cials   who   have  enough   backbone   fo  tell  the city council     of the  menace  that existed in several sections of the  city through  lack of  proper fire  protection in many public garages.    The  fire    chief    and    building    inspector,  backed   by   the   moral   and   practical  support of the provincial inspector of  fire   insurance,   made , some    drastic  recommendations   to   the     civic   fire  committee  on  Wednesday,   which   involved  the  closing of about a dozen  leading public garages of the city and  as to conform to the existing city garage  bylaw.   In bringing  in  these recommendations     and     insisting   that  they be acted  upon  at once,  neither  the fire chief or the building inspector  wished to >vait and join the "I told you  so   club,"   after   some   precious   lives  had been lost perhaps ■or heavy damage resulted from an outbreak of fire  in some of these garages which they  did   not  hesitate   to   characterize   as  "fire  traps."      So the aldermen  took  the  hint and adopted all  the recommendations in the case of every garage mentioned.  Aside   entirely,   however,   from   the  question of safety from a fire protection standpoint, especially in connection with such a growing and important industry as the automobile, It is  high time that some such'steps, were  taken  to provide    a    higher type  of  building   embracing   all   possible   fire  protection, ideas    in    public   garages.  There are plenty of architects in the  city who can design the required type  of building, and plenty of contractors  and    construction    experts    who can  erect   them.    Why  not   give   them   a  chance.  lapse  he sustained  and hope  for his  recovery.  The illness of Mr. Jarrett leaves tho  city building department decidedly  short-handed just now. With the resignation recently of former city  building inspector Robert A. McKen-  zie and Mr. Jarrett's absence through  illness, Mr. William McKenzie, acting  building inspector, is having a, strenuous time keeping up with work these  days.       . A  tramway is   being  built  to convey  the  rock from  the mine  to  the mill,  also     undergoing    construction.—Tlie  product  will  be ground   to a   powder  for    shipment    to    various    chemical  plants.   The mill is two miles north of  Lynch creek, to which an extension of  the   Kettle   Valley   railway   is   being  built. ARMISTICE   CLOSED  JAPANESE    SHIPYARDS'  A heavy falling off in shipbuilding  in Japan since the signing of the armistice is reported to the government  by.A. E. Bryan, Canadian trade com-'  missioner in Japan. In Osaka four  shipbuilding yards have been closed  since the cessation of hostilities, and  it is thought that ten others will close  within the next few months on account of the growing depression in  the freight market.  WHOLESALE   PRICES  ARE   ON   DECLINE  Washington. — Wholesale prices  throughout the United States showed  a distinct downward trend with the  beginning of .the new year, according  to a bulletin issued by the Bureau "of.  Labor Statistics, in the Department of  Labor. In January, compared with  the preceding month, there was a decline of about three cents on the dollar for food stuffs; clothes and clothing went down some fifteen cents,  while metals and metal products  showed a decline of about 11 cents.  Smaller -declines are shown in the  groups of farm products, fuel and  lighting, lumber and building materials and chemicals and drugs.  BRADSTREET'S   WEEKLY   REPORT  TORONTO—Wholesale trade and industry are quiet, retail trade is fair  and collections are slow. Wholesale  dry goods are quiet; collections are  slow and behind those of last year.  Merchants in the country are not  ordering beyond immediate requirements. Retail shops seems busy, but  mail-order houses are quiet; a large  number of men reported being laid'  off. Reports from the country are  .optimistic, and while buying in ;a  wholesale way is dull, the retailer is1  not com plaining. Live stock, is selliiig  better at advancing prices, and hogs  are again at high levels.' Grain ,is  more active, with prices -higher.  Flour is quiet.
