But   today  ,i "they seem to have a more significant  \   "meaning.   In both San-Francisco, Los  f  Angeles, and.other coast cities these  I *=organizations ■ have gathered   enough  '.  -strength to fight back, and their fight  .   -jas taken a legal turn which puts the  ">r "whole   question   of   rent   profiteering  squarely before the municipal authori-  : "'ties. - -     ,  It is not to be denied that the land-  •3_rds  mostly have ;the law  on   their  3i_e while  the  equity  is  surely with  "the tenant   who  has  been  harrassed  -4aul imposed  upon.    The crux of the  situation, which has long since grown  «_b_rrassing fo any community where  ^*t is uppermost, is a question of right;  vauna such a question is not to be set-  ""Sled by a blind resort to the weapon  ^»e»iyst at hand.   Landlords in many  -*wtances'are entitled to higher rents  '-*_■* they got in  pre-war times,  but  -under no circumstances are they justi-  *ei_ in carrying their demands to the  jjpoint of persecution, as many tenants  Hn the southern coast cities complain-  wi_ was the case during the past win-  **ter,"-and as some tenants are now be-  £ix_iing to claim for Vancouver rent-  Jed premises.  We  hear too  much  of these  landlord and tenant wrangles to deny that  'a settlement must come;  and no one  ie justified in saj'ing that it should be  settled unfairly  to one or the  other.  .Why not, then, by compromise?  Legal  -••Authorities question- whether municip-  -al "governing* bodies  have  the   power  'to fix rents by ordinance.    And even  though they had the entire legal right,  it knight prove a very doubtful experi-  ent.    If the majority of landlords are  fair-minded,   they   should   exact   fair-  mess   from   those   who   are   not.     By  tempering their greed with good busi-  -neBs  judgment   and   demanding   from  •their tenants only what nets them a  lair  return   on   their  investment,   the  landlords will save a world of trouble i  from Hon. Dr. Tolmie, minister  agriculture, it is now planned to construct the Esquimalt drydock in two  sections. The federal government  plans to call for tenders for both sections in about a week.  TO  UNVEIL JAPANESE  MEMORIAL ON APRIL 9  The handsome memorial erected in  Stanley  Park  by  the   Canadian  Japanese  Association   to   perpetuate   the  memory of British Columbia Japanese  who fell in the great war, will be unveiled with, appropriate ceremonies at  12:30 p.m., on April 9.    The date selected  is a most fitting one  for It is  the anniversary of the battle of Vimy  Ridge in which  the Canadian  troops*  not only distinguished themselves but  an  engagement in which a considerable proportion of the Japanese who  were fighting with the Canadians fell.  The  memorial  is a  handsome moau-  mental shaft surmounted by a lantern  in Japanese style, the design being the  work of Mr. James A. Benzie.  MINING   NOTES  Reports received state that the  Flint Mining company, operating on  the south fork of Kaslo creek, shipped  its second car of lead-silver ore. Ore  has been followed by drift for '50 feet  and for 70 feet by raise. It'is four  feet wide in one place and a greater  part of it is of shipping grade.  According to a Grand Forks report,  the erection; of a concentrator on the  Union mine in the Franklin camp is  proposed by the owners. More than  7,000 tons of milling ore are on the  dump. As the first move the minister of  education announced that the government would arrange at the present  session to negotiate a loan of |3,000,-  000 towards general development of  the university and the erection of more  permanent buildings. This loan, is to  be repaid by the sale o* Point Grey  lands adjacent to the university site  proper. These lands will be sub-divided, plotted and improved much along the same lines adopted by the  C. P. R. in laying out Shaughnessy  Heights and the proceeds all put into  a fund for the development of the-  university, including the erection of  permanent buildings.  Of this loan of $3,000,000, it is planned to spend $750,000 on the erection  of several new permanent buildings  this year. Just which new buildings  will be started depends on the decisions to be arrived at by a meeting  of the board of management to be  held shortly. So far," beyond the announcement ' of the ministers that  $750,000 would be spent on new buildings this year, nothing concrete in the  way of plans has been decided on.
