DECORATOJRS interior  Finishes  Seymour 1075  905 Granville St.  PRETTY  MUDDLE  OVER TAXATION  As a result of the action of the provincial legislature in rejecting both  the business tax and occupancy tax  schemes which were originally included in the amendments to the Vancouver Incorporation Act, the. city is now  faced with a pretty muddle over the  question of taxation for the year. And  about the only assurance in sight that  seems at air definite is ■• that rthe. already overburdened property-owner  is about due to get it in the upper end  of the verterbrae, or where the chicken got the axe. But there is just about one chance  in a thousand of the city council and  the ratepayers ever agreeing on anything that both parties are opposed to  and naturally object to and that is additional taxation.' It has been pointed  out that the income tax proposed by  Mayor Gale was not rejected by the  legislature and that could be adopted  as a alternative. But with two, income  taxes already in force, one Dominion  and the other provincial, there is  mighty small chance of the ratepayers authorizing the council to impose  a third income tax, even if it was only  one per cent.  Meanwhile, although the city couh:  cil has already tackled the problem  without making much headway, it  looks as if the property-owner would  have to bear a heavier burden than  ever for another year anyway and also  that funds badly needed for a number  of urgent civic improvements, will not  be forthcoming. About the only solution that appears in sight for the  problem, is either to jump the existing  tax rate of 24 mills nett, to 30 mills for  this year on land values, or else to  leave the rate on land values at 24  mills and add another 25 per cent, to  improvements, which last year were  taxed on the basis of 25 per cent, .of  their value, and which this year may  have to be increased to 50 per cent.  Naturally, such a course would offer  little encouragement to building operations and would meet with strenous  opposition.  (Contln-ed  from page  1)  the committee meeting on Monday  that if the financial outlook was as  bad as the present tax situation or  absence of tax legislation makes it,  the council might try to get along  without making any new appointment.  In the meantime, Mr. William Mc-  Kenzie, asistant building inspector  will continue as' acting building inspector.  The Diamond Vale coal mine at Merritt has resumed production.  The Nicola district is attracting attention and Ontario interests have  taken bonds at Aspen Grove with a  view to development of some copper  prospects. The launching was a perfect one and the 1500 Ion vessel is  now being fitted out at North Vancouver. Miss Mary Bird was the sponsor of the vessel.  THE   IRON   AGE  New business has come in in the  past few weeks at only a fraction of  the February rate of operations. With  most independent companies March  orders have not been over 20 per cent.  of capacity. ■It is also to be considered that in some districts, notably Pittsburgh, large rollings for stock were  made in January and February.
