The provincial  public  works   department  engineer  is   at  present engaged in  making an. estimate of what the improvements to thati  section of    the Pacinc    Highway be-!  tween   New   Westminster  and   Blaine  will need this year and the specification  are  expected   to  be   ready in   a|  few    weeks.      The    municipality    of'  Delta also intends to open up a stretch  of new highway nine miles in length,  leading from the Scott road into Ladner that will open up a considerable  section   of   the   municipality  to   more  direct access to New Westminster and  Vancouver.  Commissioner Gillespie of South  Vancouver is also anxious to have that  portion of Main street between twenty-fifth and fifty-second avenues hard  surfaced. He intends to see the pro-|  vincial executive next week in regard ,  to getting some government assist-!  ance in the paving of this mile-and-j  half stretch of road which is the main ;  artery of all vehicular traffic through!  tlie municipality. He hopes to have j  the work done on a fifty-fifty basis  this summer. '  GREAT   OPPORTUNITY   FOR   CITY  PLANNING.   .  the spirit of lethargy that was once  to be observed/1 Among the average  citizens it is the rare exception and  not the rule to find one who is not  thinking of the problems of government—of better government for those  countries which we have been fighting—and it is but a step to bring  about the same consideration for our  local government, no matter what its  drawbacks.  This movement in behalf of the  cities has been growing. It was taking concrete form in 'many places before the war broke but. The commission form of government had been  tried out. Better men were being  voted into councils and the trained  city manager, the last word in muni-  needed civic improvements to carry  out, but is there any comprehensive  plan in existence to indicate which  of the many particular works should  have precedence?,  MINING  cipal operation, is now an assured  fact with some of the more progressive municipalities.  Not in the last hundred years has  there been a better psyshological  time to strike a blow or start a widespread movement for better cities than  right at the present. Bush and Fleming, two  young businessmen who have recently  arrived in the city, have secured a  lease ot the premises at 56G Seymour  street, formerly occupied as Mclntyre's  Cafe, and intend to, have it entirely  remodelled at heavy expense and will  open it up early in May as a popular  cabaret under the title of "The Lodge  Cafe." The contract for extensive  alterations and decorations to the  premises has been already awarded  to Messrs Southwell & Aiken, 672  Seymour street. The cost of decorating and refitting the building will cost  about ?!),000.  The whole interior will' be beautified with a series ,o£ floral and mural  decorative panels, a number of which  will comprise well-known local scenes  artistically executed. Over 700 yards  of fine carpet have already been contracted for and in addition there will  be a special, hard, maple polished  dancing floor of 30 square feet laid  near the orchestra stand for dancing  purposes.
