VICTORIA—Many proposals have  been submitted in the last two and  a half years for the improvement of  Rock Bay bridge^, and the latest was  presented to City Council in Streets  Committee last week, as requested  at a recent meeting.  The City Engineer was' asked to  make a statement of the probable  cost of a concrete trestle,. on either  end of'the 70-foot draw span, substituting concrete for the present wooden bents, and thus have a definite  basis for filling in later. A permanent bridge of this type, with a steel  crossing, was stated to involve an  expenditure of over $100,000.  Of temporary schemes, according  toy the character desired, and the extent to which the wooden approaches  are repaired, It was stated at the discussion on March 23 at this committee, the cost would range from $9,000  to $23,000.  this   district   whether   it   intends   doing anyhing for us or not." In this year's report of the estimates  the ^service "miscellaneous", is divided  Into three distinct services.- 'Lands  upon which $565,000 is to be spent this  year, and ■■"agriculture," upon which  $176,500 will probably be expended are  each' given a service to themselves, thus  greatly, reducing     the     "miscellaneous  Present conditions have also necessitated more and larger hospitals, the result being an unusually large increase  for hospitals and charities. ■ Last year  '116 000 was voted in the way of assistance in the construction of hospitals.  This year about $150,000 will probably  be granted for that purpose. Grants to  refuse homes, aid societies,' etc, is increased from $1H,000 to $80,000.  University of B.C.  Among the appropriations in this  year's estimates is a conditional one o,  $200 000 for the University of British  Columbia. Last year's estimate was  $175,000. Included in the works and  buildings to be constructed by the Public Works Department are the following- Okalla prison farm? « $lo,000,  improvement of government reserve,  Burnaby, $10,000; mental- hospital and  colony farm, Essondale, $35,000; provincial government buildings. London fcom-  pletion and maintenance), $175,000;  maintenance, $8,000. The appropriations  provincial normal school. Vancouver,  for roads, streets,'bridges and wharves  in each constituency are the same as  last year. Chilliwack gets $33,300,  Delta, $22,500; Dewdney, $68,500, and  Richmond $10,000. Eighty thousand is  revoted for Kinzsway through the Municipality of Burnaby. Point Grey gets  $10,000 for roads, and Nicornen Island  the same amount for dyking; $13,600-is a  subsidy for the Ladner-Woodward terry.  The vote of $400,000 on last years  estimates tor the Second Narrows bridge  Is left on*. For bridges generally $-50,-  000 is set down, while for the bridge  over the Fraser River at Prince George  there  will   be an  appiopriatlon  of  $160,-  An item »n the Land Department appropriations is that for $20,000 lor  "timber testing and investigation of  wood producrs." of ten dollars ($10), which will be
refunded on their return in good order.
Each proposal must be accompanied by an accepted bank, cheque on

payable to the Honourable, the Minister of Public Works, for a sum
equal to 20 per cent, of tender, which
shall be forfeited if the party tendering decline to enter into contract
when called upon to do so, or if he
