A few of the Councillors of Prince
Rupert have protested against the sale
of promotion stock in connection with
the development of the oil field on Graham Island, antl have sent in a protest
to the Attorney-General on the matter.
They have made no definite charges;
but appear to consider it inadvisable to
keep the money at home that is flowing
towards Calgary and other places where
it will do little good to the communities
at home. It has been the endeavour of
a number of persons to interest people
in the oil fields of the Queen Charlotte
Islands. There is little doubt that a
vast bed of oil will be struck when drills
are introduced and boring operations
are carried on as they should be. A
number of Prince Rupert people are
interested in the exploiting of the islands
and have invested in stock in the various companies floated. Whether the
companies are in good standing or
"wild catfihg" is certainlly a question
for the authorities to decide. The residents of the island, and all who have
the advancement of the Queen Charlottes at heart, trust that no schemes
are being formulated whereby the purchasers of stock will be fleeced. There
has been.too much of that kind of work
indulged in this Province; but we trust
the Councillors of Prince Rupert and
the general public-in that city will take
enough interest in the Queen Charlotte
Islands to aid an undertaking that would
mean the most important that ever
was before the country—the finding and
producing of petroleum in large quantities in the immediate neighborhood of
the terminus of a transcontinental railway. When we have something that
means wealth to a country, and money
is being invested in exploiting it, a set
men who should know better are agitating to withhold the capital required in
proving whether the country should go
ahead or keep in a groove that means
stagnation. The Council of Prince
Rupert is elected to look after the welfare of the citizens and to do their duty
faithfully and fearlebsly. There are
evils in that city requiring more attention from them than interfering in
the advancement of another section of
the country. It is possible that the
people of Prince Rupert who are responsible for their Council will ascertain
the potentialities of the adjacent islands
and that they will assist in the development of the industries that are now
dormant though the near-sightedness
of such men as the people elect to carry
on their business from year to year,

Pigs For Sale—Two sows in litter;
also young pigs.—-Apply Dave Rutten,
Oeanda.
The "Albert Myers," a three-masted
schooner, belonging to the Canadian
Fish & Cold StorgeCo., Prince Rupert,
arrived at Naden Harbor on Wednesday
from the Behring Sea. She had on
board 250 tons of codfish, the result of
a five and a half month's fishing trip in
northern waters. An officer of the ship
arrived in Massett Thursday for the
purpose of sending a message to Prince
Rupert notifying the owners that she
had arrived phere, and to send over a
tug to tow her to port, but was unable
to do so owing to the wireless station being closed. The big wind-jammer will
be detained at Naden Harbor for several
days as she is unable to make »Prince
Rupert under her own sail. She carries
a crew of 37 and is in command of
Capt. Daniel Martin.

Slight Quake Felt At Massett.
A slight earthquake occurred on Friday morning about seven o'clock. The
tremor only lasted a few seconds and
was the means of getting a few local
people out of bed a little earlier than
ususal.

Proposed New Regiment.
Capt. J. B. Gillatt, of Sandspit, has,
we understand, offered his services to
the military authorities in connection
with the formation of a regiment on the
Queen Charlotte Islands. It is proposed to form two companies, one at
Queen Charlotte City and the other at
Massett. Capt. Gillatt was formerly a
commissioned officer in the British
army, and his offer to organize and
instruct the proposed regiment, will, we
hope, be granted by the authorities.

Islands Have 430 Voters.
In the report of the meeting on redistribution in last week's issue a tpyo-
graphical error occurred in the figures
relating to the number of voters on the
Queen Charlotte Islands. At the last
revision court there were 430, and not
330 as reported. We are quite confident that the number on the list will
be well over 500 by next court.
The Calgary oil boom has gone clean
up in the air, and the Vancouver Mining, Engineering and Electrical Record
of the latest date publishes a scathing
article on the promoters of many
bubbles and gas schemes that were responsible for drawing millions of dollars
from the "people born every minute,"
as described by the late P. T. Barnum.
In summing up the Mining Record
states: " There is, of course, the other
side of the question. While the extremities to which the boom has gone
are most regrettable, it has resulted in
several legitimate prospecting enter-
prizes in Alberta, Flathead, the Fraser
Valley and Queen Charlotte Islands being financed and money contributed to
and expended in legitimate development, even if no immediate results are
obtained."

Hunting Season Opens.
The hunting season opened last Tuesday and a number of local people have
beer^ successful in securing fairly good
bags. One local resident has not been
so lucky and although he has been out
every day since the season opened has
failed to secure his first bird.
The following regulations apply to tbe
Queen Charlotte Islands:
Duck and Snipe, September lst to
January 31.
Geese, September 1st to February 28.
Grouse!, October 1st to December 15.
Quail, October 1 to December 15.
Bear, September 1st to April 1st. 1916
There is no open season for any of the
deer family (including caribou) on the
Queen Charlotte Islands.
Sale of game—Duck, geese and snipe,
from October 1st to October 31st.
Hunting licenses can be secured from
M. J. Condon, provincial constable.
Sept. 5th.—Germans advancing on
Paris. They are only twenty miles
away and French are preparing for
big siege.
Terrible slaughter of men on both
sides. Germany sacrificing thousands
of men. They keep advancing and ere
regardless of their loss.
News is very scarce and complete
silence reigns regarding the navy.
Russians making great headway on
their side of Germany and are swarm-
into that country.
According to papers the advance on
Paris, is not as serious as one would
think. The Allies are falling back, but
are not being beaten.
A tennis tournament and dance will
be held at Port Clements on Monday.

The residence of Chas. Adam at
Graham Centre was totally destroyed
by fire last Monday. The loss is
estimated at $500.
W. A. Brown of Hydah, was married
at Queen Charlotte City last week to
Miss Lea Delcusse of Kenmqre. Mr.
Brown is an old timer on Graham Island
and was among the first to locate near
Lawn Hill.
The Massett and Skidegate Indians
arrived at their reserves last week from
the river canneries on the steamer
Coquitlam which was specially engaged
to bring them home from the Oceanic
Cannery.

The meeting of the Synod of the
Diocese of Caledonia has been postponed
indefinitely.
Two gasoline fishing boats visited
Massett this week to outfit and over*
haul their gear.

Next Monday will be Labour Day and
will be observed as a public holiday
throughout the Dominion.
Fishing for eohoe salmon has been engaged in off the mouth of Massett Inlet
and one fisherman is credited with having
caught thirty-two salmon with a trolling
line in one day.
The Massett Indians have gone to
their river fishing grounds to prepare
their winter supply of salmon. It is
their intention to smoke and salt a large
supply and it is possible that a quantity
will be prepared for export.
Dave Rutten, the well known Oeanda
rancher, spent a few days in town this
week. The settlers, he says, have all
been busy putting up hay, and the crops
are in excellent condition. Messrs.
Walsh, Verheydenand Rutten are working on a big ditch 10 ft. wide and about
600 ft. long.
During the week a flag-staff 64 feet
in length was erected at James Martin's
store and the Union Jack now floats gai ly
to the breeze over that well known
establishment. A popular resort like
the St. Ives Hotel was not one whit behind in showing its loyalty and " The
Flag " floats there too.

The war has almost paralyzed business in all parts of the world. Although looked for, it came with a suddenness and involved so many nations
that even the United States government, with all resources at its command, found the demand for money a
difficulty. There is no denying the fact
that foodstuffs wili increase in value,
despite the fact that our wheajt fields
are the most extensive and it will be
hard to ship grain to European ports.
The United States, taking advantage
of our difficulties intends to register
shipping, with little or no restrictions,
which is an unprecedented thing to do
while nations are at war. It is problematical whether the belligerents will
allow shipments, under the United
States flag to be made to Great Britain, or Germany. Commerce will suffer more than cities, through the large
fleets patroling the sea. Especially on
the Pacific coast there is great danger
to vessels running to the Orient and
the first overt act on the part of our
enemies will bring Japan to the front
on our behalf. Whether the Monroe
doctrine will cover the Pacific province
is also a question. The United States
would not permit the German government to rule the possessions in China
and South America with a mailed hand
even in time of peace and it is questionable whether the United States will
now permit Germany or any other nation
to seek land bordering on the republic.
Although Canada is an integral part of
the British possessions, the people ef
the United States are not likely to
stand idly by and see any part of the
Dominion laid waste by foreign warships. There is a large Germ ah and
Austrian element in the United States;
but there is no danger to be expected
from them. The despotic rule of the
Kaiser and the overbearing attitude of
their own governments were reasons
for emigrating from Germany and Austria, and there is now little in common
between them and the powers that control affairs in the country of their birth.
The two railway lines to the Atlantic
are capable of pouring in troops from
India, while the Russian fleet at Petro-
poulosky could be concentrated in our
waters at short notice. Thousands of
well drilled fronteirsmen are still available from the prairies and interior
cities and towns, and unless the war
lasts for some time, there is no danger
to be expected from foreign war vessels
or troops that cannot be overcome by
the forces easily available. Throughout the Province there are few men

who do not understand the carrying of
a rifle and how to use one. All along

Frank Smythe is able to be around
again after an illness lasting two months
Jack Maben, E. Whettle and Jack
Bunting came in from the Blue Danube
for supplies during the week.
Miss Portmore, who has been visiting
her brother Frank at Woden for some
time, left for the south on Thursday.
Miss Long, who has been visiting her
brother and sister-in-law, Mr. and Mrs.
J, C. A. Long, at the West Side Ranch
for several weeks, left on Thursday for
Victoria.

indicate that there will be little
risk of forest fires reaching dangerous proportions during the remainder of the season, the following district, the northern portion
of Graham Island, from Cape Ball
southwestward, including the
headwaters of the Yakoun River,
is, by the authority of the Forest
Board, hereby exempted from
the fire permit provisions of the
Forest Act from September lst
to October 81st, the elose ef the
season. In accordance with this
notice settlers may set out fires
without first obtaining a permit
therefor from a Forest Officer.
They are not, however, relieved
from responsibility for keeping
fires under control and within
the boundaries of their land, and
will be held responsible for damage committed should fire escape
to adjoining property.'' '

Field Marshal Earl Kitchener reveals
a new side of his charactsr in the excellent advice given every British soldier
leaving for active service on the continent. Every soldier was presented
with a little pamphlet signed by Kitchener, with orders that it be kept in his
active service pay book, and the brief
personal message is one that may well
be read by every British subject.
"Remember," says Earl Kitchener,
"that the honor of the British arms
depends on your individual conduct.
"Never do anything likely to injure
or destroy property and always look on
rioting as a disgraceful act. You are
sure to meet with a welcome and to be
trusted. Your conduct must therefore
justify that confidence and trust.
" Your duty cannot be done unless
your health is sound, so keep constantly
on your guard against unwise excesses.
"In this new experience you mnst
find temptation both in wine and women.
You must entirely resist both temptations and while treating all women with
perfect courtesy, you should avoid any
intimacy.
"Do your duty bravely. Fear God
and honor the King."
COAL mining rights of the Dominion
in Manitoba, Saskatchewan and
Alberta, the Yukon Territory, the Northwest Territories and in a portion of the
Province of British Columbia, may be
leased for a term of twenty-one years
at an annual rental of $1 an acre. Not
more than 2,560 acres will be leased to
one applicant.
Application for a lease must be made
by the applicant in person to the Agent
or Sub-Agent of the district in which the
rights applied for are situated.
In surveyed territory the land must
be described by sections, or legal subdivisions of sections, and in unsurveyed
territery the tract applied for shall be
staked out by the applicant himself.
Each application must be accompanied
by a fee of $5 which will be refunded if
the rights applied for are not available,
but not otherwise. A royalty shall be
paid on the merchantable output of the
mine at the rate of five cents per ton.
The person operating the mine shall
furnish the Agent with sworn returns
accounting for the full quantity of
merchantable coal mined and pay the
royalty thereon. If the coal mining
rights are not being operated, such returns should be furnished at least once
a year.
The lease will include the coal mining
rights only, but the lessee may be permitted to purchase whatever available
surface rights may be considered necessary for the working of the mine at the
rate of $10.00 an acre.
For full information application should
be made to the Secretary of the Department of the Interior, Ottawa, or to any
Agent or Sub-Agent of Dominion Lands.

What's the matter with you
Pessimists ?
If you knew as much as I do about the future of Delkatlah Bay
you would be chasing me up with payments on your lots.
The farming may be a little slow in developing, and the coal seams
hard to trace in paying quantities, but Delkatlah is on the eve of development as a Winter Tourist Resort which will place it only second to Prince
Rupert in Northern British Columbia.
I am not a prophet, for such prophecy only requires the application of
ordinary common sense.
Buying lots in Delkatlah is like sowing seed—the money disappears like
the seed in the ground only to spring up and yield ten fold.
Canada needs no summer resort, it has all the summer climate it wants,
but from Nova Scotia to the Rockies it needs a winter climate, and that's
what we have. The Spring is the time to sow seed. Sow your wages in a
lot at the rate of $5.00 a month and have a home in town.
Immediately back of Delkatlah pre-emptions are being taken up at the
rate of ten a week.   That will soon increase values.
