Duke of Connaught
Holds Sixteenth As
Model To Follow
Vancouver, Sept. 16.—H. R. H. the
Duke of Connaught paid a six-hour
visit to this city today. During his
stay he inspected the overseas battalion, the regular volunteer and the
reserve units.
He congratulated the officers upon
the splendid showing of the men He
expressed the hope that the Highlanders follow in the footsteps of the
16th  Battalion.
During the day he decorated
Lieut. Elliott with the militia medal
for long service. He left for Victoria by the afternoon's boat.

are being fought from Riga in the
north to lhe Rumanian border. In
the nortli and the centre the Germans
are advancing slowly, while in the
south the Russians continue to drive
the Austrians back.
Great Importance has been attached to the decision to attach Russian
reservists and territorials to the colors. This will give the Russians
about 8,000,000 more men.

double flanking movement, under
General Ivanoff, against the Teuton
right wing in Poland, resulting in
20,000 being killed and wounded, and
111,000 being taken prisoners, There
is great rejoicing in Petrograd,
The Teuton right wing Is in retreat towards the Strypa River, with
the Cossacks lu pursuit. The battle is raging along a 22" mile front

REGULATIONS.
Coal mining rights of th. Dominion in Manitoba. Saskatchewan and
Alberta, the Yv.'/on Territory, the
Northwest Territories and a portion
of the Province of British Columbia,
may be leased for a term of twenty-one years at an annual rental of
$1 per acre. Not more thau 2,560
acres will be leased to one applicant.
Applications '' ir a lease must be
made by the applicant in person to
the Agent or Sub-Agent of tbe district in which ihe rights _pplied for
are slluated.
In surveyed territory the laud
must Le described by sections, or
legal subdivisions of sections, and
in unsurveyed territory the tract -■ i.-
plied for shall be staked out by the
applicant himself.
Each application must be _cc-m-
panied by a fee of -ib, which will be
refunded if the right* applied for ave
not available, but not otherwise. A
royalty stiall be paid on the merchantable output of the mine at the
rate of five cehts per ton.
The person operating the mine
shall furnish the Agent with sworn
returns accounting for tbe full
quantity of merchantable coal mined
and pa. the royalty thereon, If the
coal mining rights re not being operated, such returns sLou'd ",e fiir-
nisted at least once a year.
The lease will Include tho coal
mining rights only; but ihe lessee
may be permittel to purchase whatever available surface rights may be
considered necessary for the working of the mine at the rate of $10

Trades and Labor Council will welcome the guests at 10 o'clock on the
morning of Monday, September 20,
and immediately thereafter, J. C.
Watson, of Ottawa, will take the
chair and the business of the week
will commence.
Whatever the subject taken up, and
the platform of the Congress indicates thai there will be many, the debates are sure to be interesting for
tho delegates are all able debaters
used to public discussions and sincere
in their beliefs. The attainmelits at
this year's Congress will be restricted somewhat by war conditions. Arrangements are being made by the local council as well as by other organizations to show the labor men
the scenic beauties of the city and its
vicinity.
Platform Por Congress.
The platform of the Congress Is as
follows:
Compulsory education.
Government Inspection ot all industries.
Legal eight-hour day, six days per
week.
Abolition of contract system on all
public  works.
Minimum living wage, based on local conditions.
Public ownership 'if all franchises,
such as railways, telegraphs, telephone, water and lighting systems,
etc.
Tax reform by lessening taxation
on Industries and increasing same
on land values.
Abolition of Dominion Senate.
Exclusion of all Asiatics.
Union label on all manufactured
goods, where practicable on all government and municipal supplies, as
guarantee of their production under
conditions other than those in vogue
in "sweat shops."
Abolition of child labor by children
under 14 years and of female labor
In all branches of industrial lite as
in factories and workshops.
Abolition of property qualifications
for all public offices.
Voluntary arbitration of labor disputes.
Compulsory voting and proportional representation with grouped constituencies and abolition of municipal
wards.
