They  Are  Being Held  Awaiting Instructions from
Deportment.
It appears more than likely that
the Japanese found on North Island
were trying to get into Canada contrary to the regulations. This is
what it looks like now, and they are
Accordingly held at the Detention
sheds awaiting instructions.
All of these alleged wrecked fishermen are now in the city. They
are all well nourished and show no
signs of long privation. It Is therefore believed (by many that they
came other than by accident. It is
feared they sought to get in without
the knowledge of the authorities.

Berlin, Sep'. 2".—According to the
German official statement made here
relative to the progress of the war
on the western front, after an artillery preparation of great intensity,
which had taken place at some points
for the last fifty hours, the expected    Anglo-French   offensive    began.
The statements prepared for the
German readers of course further
claims that the Allies were repulsed
everywhere in their movement against the Germans.

AT THE EXHIBITION
The Sum Of $347 Was Raised By
Thc Local Society.
As a result of the various means
adopted by the Red Cross Society to
raise funds for that organization at
the Fair here, the sum of $347 was
raised. This includes the tea rooms,
and the various sales and donations
held by that organization.
James Killas won the coal offered
by McCaffery and Albert. The lucky
No. was 331, as announced yesterday morning.

Rupert to aid In the send off of
these boys.

Fair.
G. A. McNicholl the head of the Colonization ancl Industrial Department of
the G. T. P. here returned yesterday
morning from San Francisco where he
has spent a good part of the Buinmer.
He is glad to be back and says Prinee
Rupert looked pretty good to him when
he came in yesterday.
The fair at Sun Francisco has been
a line one lie says and should be of very
great advantage to the G. T. P. and
Prince Rupert in the future. Canada
has been well advertised through its
excellent display there. The Canada
building he says was undoubtedly the
best there. The G.T.P. has had agood
display and has kept that part of the
country through which the line passes
well to the front. This will have its
effect on the future. Many have been
interested and will make the trip over
the line of the G.T.P. litter.

Is Now Under Con
temptation.
The Imperial Oil Company is extend
ing the influence of the local depot all
the time. While up tothe present time
the shipments of oil over the G.T.P.
have been IVir the railway company almost exclusively the intention now is
to begih shipping to Edmonton in the
oil companies' own cars to supply the
territory that is served from the Edmonton centre.
In a few days now the Imperial company will have its 0,000 gallon tank
here and these will carry oil from the
tank depot here to the tank at Edmonton. In the past Edmonton has been
served from the east. When the tank
cars arrive this will be the base of supply.
Capt. Anderson who has charge of
the steamship service as the Imperial
Oil Company on this coast was in the
city yesterday. He has in contempl
tion now building on this coast of a tank
steamer to handle tlie oil between the
rcfiiier.-.' at Vancouvei- and hero and also make other trips necessary as to
Victoria.

Bulgaria Continues
To Declare Her
Neutral Intentions
London, Sept. 25.—A despatch
from Sofia says that a semi-official
statement announces tlie entry
of      Bulgaria      ito her        new
relation towards powers ln the war.
The statement announces that Bulgaria's state of armed neutrality is
explained by changes wliich have ac-
curred recently in the political and
military situation. Bulgaria says the
statement has not the slightest
agressive intention. She has resolved to be armed to defend her rights,
explained by changes which have oc-
fpllowing the example of Holland and
Switzerland, Bulgaria has been
obliged to view the movement of
troops effected by her neighbors as
a danger threatening her. With the
fact of the Austro-German offensive
against Serbia, she has proclaimed
an armed neutrality, whilst continuing to act for the conservation of
peace with the representatives of tht
tw0 belligerent groups.

and the injury of three cither per
sons, resulted here today in the caving in of the street over a new sub-

Petrograd, Sept. 25.- The German
offensive has been checked, and the
positions lost along the Dvlnskl have
been recaptured, the enemy being In
retreat.    General   Ivanofl   lias   sui

by a counter thrust and s broad enveloping movement In Galicia.
The Russians have captured 5,-
ooo Germans at Leglschln and the
enemy lefl  2,min dead on the field.
Berlin admits that Von Mackenzen
has been obliged to retreat, and
Ivanofl' is lhe hero of the hour iu
Russia.
Except where on Hindenburg is
forcing his way by means of liquid
lire, poisonous gases and big guns,
the Russians are victorious along
tho whole line. It is expected that
the new turn In events will be as effective as additional battalions to the
Russians.
At Viellka, the Russians captured
eight guns, four howitzers, nine artillery ammunition wagons and several machine gunr, which were turned againt the Germans.

REGULATIONS.
Coal mining riglits of tl'_ Dominion in Manitoba. Saskatchewan and
Alberta, the Yr.'/on Territory, the
Northwest Territories and a portion
of the Province of British Columbia,
may be leased for a term of twenty-one years at an annual rental of
$1 per acre. Not irere tr n 2,560
acres will be leased ti on? applicant.
Applications far a lea., must be
made by the applicant in person to
the Agent or Sub-Agent of the district in which the rights ..pplied for
are situated.
In surveyed territory the land
must Le described by sections, or
legal subc-lvlsions of sections, and
in unsurveyed territory the tract applied for shall be staked out by the
applicant himself.
Each application must be accjm-
panied by a fee of 1.6, which will be
refunded if the right* applied for are
not available, but not otherwise. A
royalty sh'all be paid on the merchantable output of the mine at the
rate of five cents per ton.
The person operating the mine
shall furnish the Agent with sworn
roturns accounting for the full
quantity of merchantable coal mined
and pay the royalty thereon. If the
coal mining rights re not being operated, such returns should be furnished at least once a year.
The lease will include the coal
mining rights only; but the lessee
may be permitte* to purchase whatever available surface rights may be
considered necessary for the working of the m'ne at the rate of $10
per aero.
