Those Poor Contractors
The meeting opened with a stirring
rendering of the "Red Flag," and after
that everyone felt at home und voiced
his opinion with the freedom and
lucidity of conviction.
Said one comrade who was in hearty
sympathy with the movement but did
not see the way clear: "The street
work has already been contracted for,
thc contractors have framed their
tenders upon the lower rate of wages,
and it would be impossible as well as
unfair to try and railroad these contracts
now."
An Explanation
This generous idea was exploded immediately by another comrade who
spoke as follows: "Labor is the last
item mentioned in the tenders of the
contractors, it comes after the tools
and materials.   The price for material,

House Goes up in Flames During
Night When Three Hundred
Gueata Are in the Houae -Thrilling
Scenea and Reacuea.

Omaha, Jan. 23. -One mun dead and
five seriously injured is the result of
what might have been one of the greatest
fire disasters of recent times. The
Millard Hotel, a popular house in thc
city, was visited by lire during the
night when there were three hundred
guests sleeping within it.
When the alarm was rung throughout
the house there ensued one of the most
thrilling and dramatic scenes ever
witnessed. Men and women rushed
from their couches in deshabille and
made for the exits in mad excitement.
Thc air was filled with the crackling
of the furious flames, the sopranic
shrieks of the women and the cursing
bass of men. Great clouds of smoke
perforated the entire building and made
it impossible for the fleeing guests to
other than feel their way to safety.
Every now and again the gathering
crowd outside would he roused from
their horror by the appearance of a
staggering form emerging from the
hotel carrying an unconscious fellow
to security.
Many of the women fainted in their
beds and would have perished there
but for the heroic action of some of
the men who kept their heads and fought
a calculated fight with the ravaging
flames. The dead man and thc five
Injured were all the victims of smoke
rather than fire.
Evidences Discovered and Seized.

Dreamy Drug. Two Chinamen
Charged but Released on Bail.
Saturday night was a police raid
on Chinatown. The large restaurant,
store and chop suey house owned by
the King Tai company, was suspected
by Chief McCarvell of being used as
an opium smokers' resort, and on
Saturday between nine and ten p.m.
the Chief along with Constables Mc-
Arthur and Mansell made a raid on the
premises to verify the suspicion if
possible.
As a result of the raid the police
court this morning was thronged with
Orientals, and two of them were charged,
Chin Yen with selling opium, and Mah
Jim with keeping an opium joint. Pleas
of not guilty were entered and the cases
stand adjourned till Wednesday by
mutual agreement between prosecution
and defence.
An interesting haul of opium smoking
appliances wus fount! in the house by
the police, and seized. There is an
opium pipe, glass lamp, several tiny
brass retorts for cooking the dope, a
playing card on which the stuff has been
spread for use, sevral brass cases of
high grade opium, and any amount
of the residue left after smoking. No
one was found actually smoking among
the inmates of the house.
Chief McCarvell and his officer..
had a difficult job to undertake as the
wily Oriental is swift to conceal thc
traces of his doings but by taking
separate sections of thc house the three
officers secured the evidences that there
has been opium smoking on the premises
It remains now to be proved whether
the Chinese at present released on $100
bail can be incriminated.

San Juan Co's Boat Went Ashore at Millbank Sound
on Saturday Night���Distress Signals "aught at
Digby Island and by the Bertha
The steamer Chicago of thc San Juan
Fishing company carrying on operations
in the southern Alaska waters went
ashore on Saturday night off the north
arm of Millbank Sound. After putting
in a trying time she managed to get
off last night with the rise in the tide
and proceeded on her way to Seattle
under her own steam. She was sighted
by the steamer Bertha and assisted
by her in clearing the shore. The
Bertha is standing by her on the way
south in case of emergency.
For a time it was thought that the
ship and all on board had perished.
When the Chicago went ashore in the
darkness her wireless operator got his
instruments in motion and began to
flash distress signals. One of these
was picked up by the wireless station
at Digby Island and they immediately
sent word to Prince Rupert.
Knowing that the Camosun would
be leaving this port on Sunday morning
the operator at the station wired to
Captain Dixon apprising him of the
wreck and asking him to keep a sharp
look out for the Chicago on his way
down to Vancouver.
Another of the distress signals had
apparently been picked up by the
Bertha, and after she had located the
whereabouts of the Chicago she hove
to and made ready to relit ve the crew
in the event of the vessel threatening
to break up. This did not prove to bc
necessary.
The Chicago had run aground and
was in a high and dry condition but
had suffered very little damage from
the shock. The Bertha stood by till
the tide rose up and then towed her off.
The Chicago is a familiar boat in
the Alaskan waters though she is little
known in Prince Rupert. She is about
thc size of the \aneouv. r Kingsway. At
the time ol the accident she wus coming
north.

London, Jan. 23.���The Morning Leader announces in its editorial column
today that there is no question but that
reciprocity with the United States
would be a great advantage to the
Canadians. While admitting this much
the article says that the fact is not very
encouraging to those whose desire is
to weave the component parts of the
Empire closer together.

Presido, Jan. 23.-���It *s reported here
that fully a hundred of the government
troops were killed in n battle w;th the
���nsurgents on Saturday. Oj'mnga was
the scene of the engagement and it
would appear that the government
sold'ers had a very bad t'me through
being caught ;n a bad ambush. Tny
were the men of thc regular army und
their loss is regarded as a serious blow.

SNOW PLOUGH DERAILED
Port Arthur, Jan. 32���(Special)-The
derailment of a snow plough here caused
serious injury to two who were working
on the line at the time. Their name-
are Dinsmore and Anderson. They
were at once removed to the hospital.
The Cottage City reached the port
this morning on her way south also
und left after a short stay.

erican liner Tasse was badly damaged

a hundred years has this city experience d

sway on Saturday. The city was en-

Harbin, Jan. 23. The city of Fud-
ziadian, which is situated near here, is
to be isolated on acrount of the plague.
The victims of this dread disease were
so many that their bodies had to be
piled up on the streets to facilitate
removal and burial. According to the
official statistics of the Chinese and
British doctors the number ol deaths
that took place last week from the
plague alone totalled fifteen hundred.

now that the younger children are returning to lessons, and the family is

Girls who are going into business,
studying for definite professions, or
taking an important part in the social
life of their mothers, will huve no
difficulty on this point. But the cas...
of the girl whose people can afford
to let her live nt home, hut cannot
provide enough gayeties to till her day,
is very different.
This is the time at which girls drift
into "-slack" habits. It doesn't matter
whether u little bit of sewing is done
in the morning or the afternoon, there
is plenty of lime for it. It doesn't
matter if she is late for breakfast,
nothing is going to happen. It doesn't
matter if she lies awake half the night
to read u novel in bed, she can rest
tomorrow, for there is nothing else to
do. So she drifts into dawdling habits,
loses her complexion and health, and
becomes a nervous wreck, or she takes
so violently to games, and what is
best described as "gadding," thut sh-
becomes quite unfit for any position of
responsibility.
Now is the time for mother to make
a big sacrifice. She can give up part
of her beloved housekeeping in order
that the girl may take it on and may
leurn how to cook and sew and mind
a house so that she will make a good
wife some day.
Mother must widen her own interests
us well. She hus probubly settled down
to a quiet life; the daily routine of
the house, wilh u few calls on frineds
is quite enough for her. But this Is
not quite enough for un eager young
thing, who wants to be up and doing,
ll may be hard for mother to take an
interest in ull the newest studies and
fads, but she will find thut, if she
tries to do it, the interest will very
soon come ..nd that these breaks in her

OUR  DAILY  RECIPE
Rice Water Jelly
Wash two and a half tabh'spoonfuls
of rice in several waters and cook
in a quart of water for one hour, or
until the rice is entirely dissolved. Add
a pinch of sail. Sweeten to tuste. Stir
in the juice of one or two lemons. Strain
imo u mould and when cold serve with
sugar und cream. This is an excellent
dish for children and invalids.

Indian fellow in that its limbs are un-
confined and n certain amount of liberty
of movement is afforded.
The child is carried from place to
place in the same basket, th,. cord by
which it is attached to a tree being
slung over the shoulder.

railroads today presented demands for I
a  salary  increase  of  $2.1  per  mon.h.
Trainmasters also made a demand for

The dispatchers based their demand

the rapid growth of traffic, while their
salaries have practically remained stationary.

In Defence of Alderman Morrissey
The futility and injustice of accusing our municipal rulers of self seeking
was well shown in the debate on the City Hall site last Wednesday evening.
One can only marvel at the tremendous story of graft which a certain gentleman might have made out of the incident had he been writing about it, instead
of being engaged as one of the participants in the debate. It is a Nemesis on
those folk who could see nothing in the grading of section One last year but a
scheme whereby two aldermen at different ends of Second Ave. could get their
properties improved.
The action of Aid. Newton and Aid. Morrissey last Wednesday in disputing
the report of the committed on the City Hall site was all the more noticeable
because it was the first rift in the lute between themselves and their colleagues.
On every other question there is nought but "peace, perfect peace."
The Optimist, in pointing out that Aid. Morrissey wants the Hall placed
alongside of property owned by himself, does not attribute mercenary motives
to the gentleman, it was just a coincidence that one of Mayor Manson's supporters to buck the committee's report has property interests in the neighborhood where he desires the City Hall to be placed.
How easy and how unfair it would be to attribute improper motives to
him. The truth is both gentlemen are probably quite sincere in their protests.
Like the fond mother who in her heart always has a secret confidence that her
own baby is the cutest in the neighborhood, so any man owning property down
town is apt to think that the spot he is most interested in is the logical centre
of the town.   It is just a curious antl frequently remarked coincidence..
It is a curious coincidence too that Aid. Morrissey has declared that he will
be against any settlement of the U. T. P. assessment question which does not
provide for the opening up of Eleventh Ave. to the waterfront. The coincidence lies in the fact that Aid.Morrissey is interested in properly in the vicinity
of Eleventh Ave. Yet it would be unfair to make any accusation. It is just
a coincidence. The Alderman might have selected First Ave., Second Ave.,
Third Ave., Fourth Ave., Fifth Ave., Sixth Ave., Seventh Ave., Eighth
Ave.. Ninth Ave., Tenth Ave. or Eleventh Ave. It just happened that
he selected Eleventh Ave. as the thoroughfare he wished the city to insist on
having opened up to the waterfront. It is just a coincidence that if this ia done
thc road will have to be cut through Aid. Morrisscy's property.
It is just a coincidence, that's all. But it ought to have made all gentlemen who contemplated moving into glass houses very careful of how they educated their neighliors in the art of throwing atones.

To Water Consumers
The cold weather has practically stopped the
aupply of water ..n thc mountain. Since the ltlth
inat. water has been supDlicd to consumers by
pumping, this sunply is at present sufficient for
nil necessary purposes, but un account of numerous taps being left wide open, the pump cannot
keep up the necessary pressure to supply the
blither points in the city.

One Thing She Could Do
One Saturday afternoon recently, a
frail little man started to cross Broadway, at Forty-second street, just when
all sorts of fast moving vehicles were
whirling their matinee patrons up Broadway. At the same instant a very
llashy lady started from the curb
directly opposite with the same purpose
in mind.
By remarkable luck, both succeeded
in escaping thc passing wheels, but, as
fate would have it, . the little man,
whose eyes were busy ogling thc traffic on either side of him, darted plump
into thc on-coming woman at the middle of the street. The result was a
sickening collision, with thc little man
down and out.
"You should have looked where you
were going," said the flashy woman,
bending over the victim on the curb, to
which he had been carried by a traffic
policeman. "But is there anything I
can do for you?"
"Yes," he replied faintly, opening his
eyes a moment; "get the number of the
automobile that struck mc."

J. H. Selkirk Mention.   Facta of Interest to Rupert  Inveatora
J. H. Selkirk, owner of the only
subdivision in the townsite of Port
Mann is in Prince Rupert where he has
real estate interests as well. Mr.
Selkirk was visiting S. Harrison this
morning and mentioned to the Optimist
for the benefit -of Prince Rupert investors in Port Mann property that
the Canadian Northern are now extending their existing 1000-foot wharf
there to 3000 feet in anticipation of
the arrival of two steamer loads of
railway material now coming out.
It is stated that the Canadian Northern will run trains this summer over
the fifty miles between Port Mann and
Chilliwack. Many enquiries and even
offers of cash deposits arc pouring in
to the company but the townsite will
not be put on the market till March.
Seven hundred acres are now being
cleared for staking lots, and a special
designer of townsites will plan thc city
in February.
The railway company, he says, intend leasing all their waterfront for
manufactories and already all of thc
sites are said to be arranged for by
industrial firms.

in spite of thc change. The market
price of material might change at any
minute, through the operation of a
strike or the accomplishment of a
monopoly. In the same way the market
price of labor, which was just an item
in the tender might change also, and
yet the contractors would have to
execute their charges whether the increase amounted to $6 a day or not.
City of Celibate*
The cost of living was spoken of
by several comrades and all of them
agreed that the present wage was not
sutlicient. One good fellow epitomized
thc situation rather humorously. He
referred to the oft spoken desires of
the masters and business men to have
workers come here and live, bring up
their families and become permanent
residents, and pointed out that these
people were the very people who by
declining to sanction the wage increase
made it impossible for men to enter the
bonds of matrimony. Did they want
Prince Rupert to be peopled with
bachelors? They were going the right
way about it if they did.
A comrade who had spent much of
his life in Alaska slated that the price
of commodities was just the same here
as up there.

It has been found impossible to
maintain adequate water pressure by
means of the pump during the present
wintry apall, and City Engineer Davis
again warns householders that they
must bc more careful to prevent waste
of water. ,      ���
Today the City Engineer has a man
making the rounds to investigate the
matter of wastage and if possible reduce
it. At 11 a.m. today he had reported
that on one avenue alone he had found
a number of taps left wide open antl
running full blast. One of these was
