"One of the cuuses, to my mind, is that women of today are often working and thinking for themselves. R. steamer Princess May. which has been out of commission ever since she went on the rocks at Sentinel! The news that the workmen employed on the grading contracts have decided by an enormous majority to go out on strike will be received with regret by the citizens. It will email Buffering and loss on both sides, and in addition injure the Welfare of a large number of persons not directly connected with either side. For this calamity we have only the Council to thank. With the exception: of Alderman Pattullo and Mayor Munson, all of the successful candidate* gave the men to understand that they were prepared to pass a by-law making the mini- mum rate for labor on tl.e si reels, forty-live cents. It is quite true as many nf the aldermen claim, that they had strings tin their promises. Hut language is to be understood by its calculated effect on the hearer. No matter how craftily their replies were worded, they were calculated to make the men believe lhat their demand woultl be granted, and in lhal belief the council! was elected to ollice by the Ul votes of the workers. ln fairness to Mr. Manson let il be said he made no promise other than that lie would receive the men's demand and would give it his consideration. The measure of his blame in the matter is only that when the matter did come up for Consideration, be was not present. His presence might have saved the situation, i How much wiser, how much more honest. how much better it would have: been had the candidates like Frank Mobley preferred to have gone down to defeat rather than go into the Council laden with pledges they had little expectation of being able to lill. Now that the Council have got us into this trouble.il is not asking too much for them io get us out of it, or else get out themselves and let a stronger fibred Council ileal with the situation. The feeling of distrust which their conduct of the matter bred, has been greatly increased by Alderman Newton's speech at the Skating Rink. If thai gentleman spoke according to the facts, the Council in drawing up the resolution repeated their pre-election programme, and aimed in drawing up the resolution to word it so craftily that the citizens would be deceived. According to Alderman Newton the resolution is only a blind to enable lhe council to grant the -15 cent rate without letting the ratepayers who are opposed to the increase become aware of the fact. It was because of this explanation the Industrial Workers moved their resolution endorsing the Council's action. Alderman Newton's speech has created the feeling in town that thc Council are treating the ratepayers in the same way that they have ireatetl the men. Il is certainly tlue the ratepayers a- well as the workingmen who elected the Council lhat an official siaiemem be made informing the public whether Alderman Newton's explanation is correct or not. M. C. S. Rainbow fishing oil' Cape Scott is still in port here awaiting the result of the trial. She is a gasoline schooner of 111 tons gross and ; sixty tons net. She is owned by the Chlopeck Fishing Company of Seattle, and left the Sound on the morning of February 9 for the northern fishing grounds. When seized she had 2500 pounds of halibut beneath her hatches. The officer:* of the Rainbow decline to speak pending the trial. From other! sources, however, it was learned that when the Rainbow hove in sight last Tuesday the Etlrie waa Ashing with-' in lhe three-mile limit oil Cape Scott, which is on the northwest coasl of Vancouver Island. Her dories were down, but as soon as she saw the cruiser j an attempt was made to get the dories inboard and three of them were hoisted in. Gear to the value of $400 was \ cut away and the Edrie got moving. The Rainbow hailed her and getting no answer fired a blank cartridge across j her bows, whereupon the schooner shut J off her gasoline engines. The story dates from the days of Monmouth's rebellion. According to the version given in Mr. J. S. Oglivy's "Relics and Memorials of London Town," two brothers fell in love with a woman who, either from callous vanity or fearing reprisals from the unsuccessful suitor, would not say which was to be the favored swain, suggesting that they should light a duel, and to the victor she would give her charms. They came from the town to this suburban field. The woman calmly sat down to await events. She had not long to wait, judging from the number of footprints, when one of the brothers fell dead, and as the victor approached she held out her arms to greet him, when, with a sudden revulsion of feeling for his brother's death, hc slew her as she stood, and, turning the weapon, he drove it through his own heart. So they were found stiff in death with the footprints stamped in thc wet clay, where they remained stamped through summer heat and winter frost; no green thing would grow nor any man build himself S dwelling there. Streets were erected all round, but it was not until the nineteenth century that men look heart of grace and built a church there, when the consecration of the ground rolled back the curse und the memory of the legend grew faint and faded away. Work Begun on American Boy The Harris brothers and Jack Mullan have resumed work on the American Boy group, on Four-mile hill. The work done on this property after its discovery last fall consisited mainly of stripping nnd open cuts, which disclosed several veins of excellent galena, averaging, in several samples, over $'.i(l a ton. Sinking on several of the showings will now be undertaken, and the progress of work on this most promisin; property will bo watched with great interest by the mining men of the district. Auent III the new General Hospital the patients admitted to date number a dozen. At the meeting of the Hospital Hoard yesterday the matron made application for another nurse. The matter will be attended to the by House Committee. Applications by- Doctors Kernin and Eggert for special terms for patients sent in by them and by the G. T. P. were considered. A letter from Muyor Manson to the effect that thp contract system for doctors was not used in Victoriu was read, and il was agreed that no reduction on the present rate of $1*1 per week for nursing und hospital accommodation could be considered just now. Mayor Manson also wrote that it will be necessary for the Secretary of the Board to make formal application for the I'rince Rupert General Hospital to be recoitnised under the Hospital Aid Act of 1902. This will be attended to. Doctors to Take Turns Ail arraiiKcment ���������> to be made by lhe Medical Association, it is understood, by which the doctors will take each one month in turn to act as visiting medical attendant to the hospital. Patients under treatment by their own doctors, will of course, bc all ended lo by those doctors. The visitint* medical attendant will sea to patients who have not their own doctors, accident cases, etc. The matter of payment for such medical services is being settled by the House Committee. Two more serious cases were listed, those of the boy Murray whom Judge Young sent south to learn a trade, and of the man Tim O'Brien who confessed to the murder of a negro in the States, and was taken south by Chief Elkins. The Chief's report was approved. Thirty-five dollars remain of the sum of $100 placed last month at the disposal of the Chief of Police for the purpose of discovering evaders of the liquor law. Commissioner Stephens wus of opinion that a further grant need not be made until actually required by tho Chief. During the absence of Chief McCarvell Sergeant l'hillipson took charge, and as the Sergeant performed efficiently the duties and undertook the entire responsibility for lhe time, Commissioner Stephens moved that he be remunerated for the time he was in charge at the same rate as the Chief. For the eleven days of the Chief's absence accordingly, Sergeant l'hillipson will be paid at the rate of $150 per month. Commissioner Stephens remarked on the manner in which after having been delected at some expense to the city, evaders of the liquor law frequently "skipped out." Commissioner Stephens said that these men ought to be held 1 and made an example of.
