London, Feb. 14:-The Turks
ask for per^e. Disheartened by
defeat, pj -tically bankrupt, and
harassed by internal dissensions,
Ottomans have had enough of
war. Today the Porte issued an
appeal to the powers to intervene
for the cessation of hostilities in
the Balkans.
Six thousand Turks have been
killed and wounded in the battles
in Gallipoli, while the population of many villages are being
put to the sword by the victorious Allies. It is reported that
Adrianople is in flames from Bulgarian shells.
Mining Progress
Complete statistics for Omineca mining division for 1912,
prepared by Recorder Kirby,
show that the Hazelton office
and its sub-offices issued during
the year 1,035 free miners' certificates ; 678 mineral claims and 4
placer claims were recorded and
38 placer mining leases were
granted. The number of agreements and transfers recorded
was 203.     Office receipts were
$14,596.95, an increase of $1,527.
55 over the previous year.
Commission Coming Here
The commission recently appointed by the provincial government to investigate and report on
the possibilities of the agricultural industries will visit Hazelton and the Bulkley valley during the summer. The itinerary
has not yet been arranged but it
is probable the commission will
be here about midsummer.
FIRE DESTROYS HOME
OF SEATTLE TIMES
Seattle. Feb. 13:���The building
occupied by the Seattle Times,
with several adjoining structures, was destroyed this morning, by a fire,the origin of which
has not yet been ascertained. The
total loss will approximate half a
million dollars.
The Times was issued today
from the rival office of the Post-
Intelligencer.
Doctor Takes Vacation
Dr. H. C. .Wrinch, superintendent of the Hazelton hospital,
will leave tomorrow for a trip to
California, accompanied by Mrs.
W;' ch and their children. They
will be gone for some weeks, as
Dr. Wrinch intends to visit a
number of the principal hospitals
in the southwest, looking into the
advances in surgery and hospital
management, with a view to
keeping the local institution up
to the best standard.
During the superintendent's
absence Dr. G. C. Maclean will
be in charge of the hospital, with
Dr. Ross Stone as assistant physician. The latter arrived on
Wednesday, from Vancouver,
where he has been a member of
the general hospital staff.
NAVAL RESOLUTION
PASSES WT READING
Ottawa, Feb. 13:-The main
naval resolution passed its first
reading in the house of commons
| today by a vote of 115 to 83.
Both the Liberal and Nationalist
amendments were rejected by a
majority of 47. The result of
the first division has been received with great favor throughout the Dominion and in Great
Britain.
The opposition will continue to
oppose the resolution, hoping to
force a general election. The
measure will come up for its second reading on Tuesday.
More Ore Uncovered
In the north drift on the 185-
foot level in the No. 3 vein, the
Harris Mines has just uncovered
another shoot of fine galena, two
feet in width and of high grade.
The ore, which was found 80 feet
north of the shaft, has been followed for 10 feet and is still in
evidence.
Prince Rupert Fair
The Northern British Columbia agricultural and mining exhibition is to be held in Prince
Rupert on September 24, 25 and
26, of this year. The management of the fair promise to make
it thoroughly representative of
the variuos districts of the coast
and interior and it behooves the
agriculturists and mining men of
the Omineca district to prepare
for the sending of exhibits that
will do justice to our great resources. The value of the exhibition to the district will depend entirely upon the showing
made by our exhibits, and it is
to be hoped no effort will be
spared to demonstrate the wealth
of Omineca.
Hazelton Loses Game
On Saturday last the New Hazelton hockey team won itsfirst
game from the local men by a
score of 5-3, playing at the construction town. The winning of
the Ross cup by the Hazelton
team did not entirely rob the
series of interest, for quite a
number of the townspeople went
over with the team. As a result
of the mild weather the ice is in
very poor condition, and tonight's game, scheduled to be
played here, will probably be
postponed.

Intrepid Leader of British .A ntarctic Expedition Dies Soon
After Reaching South Pole���Dying Message Tells Tale
of Heroism and Fortitude in Disaster
London, Feb. 14:���Captain
Robert F. Scott and four of the
principal members of his expedition perished in a blizzard, while
returning from a successful dash
to the South Pole. The news
was brought by the steamer Terra Nova, which reached Lyttle-
ton yesterday. The party of five,
which reached the Pole a month
after Amundsen, died in latitude
59.45 south. Only meagre details are available. Capt. Scott,
just before his death, left a message telling briefly a moving tale
of hardship and heroism.   The
loss of the ponies upon which
the party depended for transport
and the severe blizzard proved
fatal handicaps, and the explorers succumbed to hunger and exposure while distant only eleven
miles from a depot where ample
supplies were stored.
In his farewell message the
heroic Scott asked the British
nation to provide for the families
of the dead. Premier Asquith,
in a moving address, informed
parliament that suitable grants
would be made. World wide
sympathy is expressed for the
relatives of the dead explorers.
LOCAL AND DISTRICT NEWS NOTES
Labor Enquiry
Labor conditions on G. T. P.
construction in this district will
be investigated by the labor commission in the near future.
Much work lies ahead of the
commissioners, but the desirability of inquiry into various
matters in the district is known
to them and they will not conclude their report until they hhve
visited the Omineca district.
James Latham, who is now in
Vancouver intends to visit the
Peace river country before returning to Hazelton.
S. N. Long has purchased
horses and a ranching outfit in
Vancouver, and will return to his
Francois lake ranch in a couple
of weeks.
Hubert Wrinch, nephew of Dr.
H. C. Wrinch, arrived on Wednesday, from England. He will
leave in a few days for the Pioneer ranch.
W. t'lewin, of Prince Rupert,
was in town on Wednesday, in
search of dog teams to transport
his surveying outfit into the Mez-
iadin lake district.
Manager Cox has received notice that the time for receiving
tenders for packing supplies to
the government telegraph stations has been extended until
April 4.
Dr. McLean returned on Thursday from Telkwa, where he was
in attendance on the child of
Rev. C. E. Batzold. The little
patient was seriously ill, but is
now recovering.
Mrs. C. F. Morison, of Port
Essington, is visiting her daughter, Mrs. A. C. Aldous.
On Tuesday evening the members of Omineca Aerie, F. O. E.,
entertained their friends at a
smoking concert i n their hall,
the occasion being their anniversary. Needless to say, the
event was greatly enjoyed by all
who attended.
W. J. Harris, of Le Roi fame,
was recently married in Spokane
to Miss Rosemary Cunningham
and is visiting California with
his bride. " Billy " Harris, as
he is generally called, is a
brother of Dan Harris, of Hazelton and consequently an uncle of
the popular Harris brothers.
Road Superintendents Williscroft, Can-and Jennings are in
attendance at the road convention which has been in session in
Vancouver and Victoria during
the week. The annual gathering of the road superintendents
of the province for the discussion of methods and the exchange
of views is proving of great benefit to the officials in their work.

OMINECA PLACER
Quartz Veins will be Opened Up This Year���Well-known
Mining Man Coming In to Develop Greene Consolidated
Group���Has Great Showing of Silver-Lead Ore
That the coming season will be
a notable one for the Omineca
river district is the conviction of
Dr. B. F. Stanwood, who last
year acquired valuable interests
in that section. The Doctor, who
is expected to arrive on today's
train, is a mining man of wide
experience, and is well qualified
to express an opinion. The value of the placers of Manson and
Omineca and their tributaries
has been demonstrated, and
there is no doubt the hydraulic
plants and dredges will produce
big profits; but Dr. Stanwood regards the quartz showings of the
district as of even greater importance giving promise of a
permanent and highly profitable
industry.
In addition to a number of valuable placer leases, the Doctor
and his associates have several
groups of silver-lead claims.
While all their holdings will be
prospected during the season,
especial attention will be devoted
to the opening up of the Green
Consolidated, a group of seven
claims on which occurs a showing of galena 4 ft. 9 ins. wide,
in a dike which is traceable for
14 miles.
Shotrly after leaving Hazelton
last fall, Dr. Stanwood joined
the ranks of the benedicts. Mrs.
Stanwood, who is well known in
literary circles, will probably
make the journey to Omineca
river this season, a trip which
will afford excellent material for
her future writings.
WEEK'S PROCEEDINGS
IN B. LEGISLATURE
(Special to The Miner)
Victoria, Feb. 15:���During the
week considerable progress in
legislation was made in the
house. On Monday Hon. W. R.
Ross, in moving the second reading of the forest act amendments, gave an able review of
the progress of the timber industry in British Columbia, declaring that the expansion of recent years would be greatly exceeded in near future. Premier
McBride added that among the
needs of the province, forest conservation was of the utmost importance. By reason of the increased transportation facilities
and the development which will
follow the completion of the Panama canal, our timber business
may be expected to double and
double again in a short period.
On Tuesday the premier made
a forcible argument for his resolution, commending the attitude
of the British government in upholding the rights of British and
Canadian shipping passing
through the Panama canal. He
expressed the hope that an amicable settlement would be arrived at.
Three bills were presented on
Wednesday. The first guarantees principle and interest on
$10,000,000 of C. N. R. bonds for
the establishment of terminals at
Port Mann, New Westminster,
Vancouver (including proposed
tunnel entrance to city), Steves-
ton, Victoria and Union Bay.
The second bill increases the
P. G. E. interest guarantee from
4 to 4�� per cent, to make the
floating of loans easier for the
company. Another measure
gives the same assistance to the
C, N. R. and guarantees $35,000
a mile for 44 additional miles between Okanagan and New Westminster.
Speaking on the second reading of the railway bills, on Thursday, the premier said the P.G.E.

Mexico City, Feb. 14:���Released by the revolting army from
prison, where he lay under sentence of death, General Felix
Diaz, nephew of the former President, is in full control of the
capital, while President Madero
and his family are fugitives.
General Reyes, who was also liberated from jail by the revolutionists, was killed during the
street fighting, in which hundreds of lives were taken, including Mrs. Greenfield, a Canadian,
and two American women.
Madero says he will rally his followers and fight to the end.
American intervention is possible.
Freight For Groundhog
Thos. Brewer has taken over
the uncompleted portion of Cata-
line's freighting contract for supplying the telegraph stations of
the Yukon service, amounting to
nearly six tons. The first of
this freight will be hauled in
sleighs to the end of the wagon
road in Kispiox valley and by
dog team and toboggan the rest
of the way. In addition there
is six tons of freight going to
Groundhog for provincial survey
parties and it is understood the
contract for this has been let to
Indians who wil shortly make a
start.

to women. The suffragists asked

The policy of the past has been to sell such pre-empted lands
at a price of $1 per acre, 25 per cent, of such cost being payable
within two years of issuance of record, with further annual payments of 25 cents per acre until the purchase price of $1 per acre

The maximum quantity of land which it has heretofore been
possible thus to take up by the pre-emption process has been 160
acres, ancl this maximum will remain the general standard of preemption size under the new and progressive legislation -now adopted by the department, power being retained, however, to the
minister to refuse any application for pre-emption which may in
his opinion be adverse to the public interest.
'lhis radical change in the law for the substantial encouragement of settlement, and the development of the agricultural resources of the country, has been for some time past under consideration, and has had as a necessary precedent foundation th�� surveys of large tracts now or soon to be rendered accessible by the
rapid advance of railroad construction operations.
The new bill will go far toward settling up, first of all, the surveyed areas which in the majority of instances have already been
reserved for pre-emption requirements, and in it the minister is
further given power to determine the acreage which may in individual instances be pre-empted, as in forest parks, etc., and generally as conditions warrant in special localities.
There can be no doubt that the departure from the old preemption plan will bear early and satisfactory fruit, in the immedi-

Warned To Prepare.
London, Feb. 10:��� Major Lionel James, soldier and war correspondent, who was with the
Turkish army up to the time of
the armistice, has just published
a book of his experiences with
the Turkish army which contains
a serious warning for England
ancl America.   He says:
" Never in the history of war
has the danger of employing inefficiently trained and indifferently officered troops been more
poignantly demonstrated. There
is a trenchant lesson, in this
pathetic history, to all self confident nations, who like the British people and the citizens of the
United States of America, think
that in modern conditions it is
possible t o overtrain officers.
The machinery of modern warfare will plough through armies
thus improvised with the same
irresistible ease as the share of
a steam plough turns its furrows.'
At the moment this book is
published an inquiry is under
way in both houses of parliament
in regard to the condition of the
territorial force, which was the
particular pet of Lord Haldane
when he was secretary of the
war department. It was his
scheme to take the place of con
scription   advocated by   Lord
Roberts.

ply across the Francois Lake.

The limits of the ferry shall extend
from half a mile west of Macdonald's

most important pieces of legislation introduced during the present session of the provincial
house is Attorney-General Bowser's bill for more stringent regulation of the carrying and sale
of firearms, and other offensive
weapons. The substance of the
bill is as follows:
"Every person who exposes
for sale, offers for sale, or sells
any bowie knife, dirk, dagger,
stilletto, metal knuckles, skull
cracker or slingshot, or who sells
a revolver, pistol or air gun to
any person other than one holding a certificate issued under section 118 of the criminal code, or
one under 16 years of age, who
leaves with the vendor a permit
in writing signed by the superintendent of provincial police, or
a chief of police of a city or district municipality, allowing him
to purchase a revolver, pistol or
air gun, shall be guilty of an offence and liable on summary conviction to a penalty not exceeding $200 or less than $25, or to
imprisonment for a term not exceeding six months with or without hard labor, or to both ; and
the bowie knife, dirk, dagger,
stiletto, metal knuckles, skull
cracker or slungshot, revolver,
pistol or airgun so exposed or offered for sale or sold by such
person shall be confiscated by
the police magistrate or justice
and transferred to the superintendent of provincial police,

the provisions of section 2 hereof without keeping a record of
the date of the sale, name of the
maker, serial number of such revolver, pistol or airgun and the
name, address and occupation of
the purchaser, or who sells or exposes or offers for sale any revolver or pistol which does not bear
a serial number and the maker's
name, shall be guilty of an offence and liable on summary conviction, to a penalty not exceeding $200 or less than $25, or to
imprisonment for a term not exceeding six months with or without hard labor, or to both ; and
the revolver, pistol or airgun so
exposed, offered for sale or sold
by such person shall be confiscated by the police magistrate or
justice and transferred to the
superintendent of provincial police, chief constable or chief of
police aforesaid, or destroyed as
such magistrate or justice sees
fit. (2) The record referred to
in subsection 1 may be inspected
at any time by any peace officer
and a copy thereof shall be transmitted by the person making the
sale to the superintendent of the
provinciarpolice within seven
days after the 31st March, 30th
June, 30th September and 31st
December in each year. A violation of this subsection shall render the offender liable, on summary conviction, to a penalty not
exceeding $50.
"Every peace officer may
search any person who he has
reason to believe and does believe
is violating any of the provisions
of sections 115, 116, 117. 118,
119, 120, 121, 123, 124, 126 and
127 of the criminal code, and
may seize any of the weapons
which such person is illegally
carrying, and any such weapon
seized under this section shall be
confiscated and handed over to
the superintendent of provincial
police or to the chief constable or
chief of police aforesaid, to be
by him retained, disposed of or
destroyed as he may see fit
" If any of the weapons mentioned in the second section hereof is found upon a person believed not to be a native of Canada by the constable making the
search or by the justice of the
peace or magistrate before whom
such person is charged with an
offence, he shall report such
facts to the Attorney-General and
the Attorney-General may communicate with the minister of
the Interior with the view of
having such person deported under the immigration act.
" The Lieutenant-Governor in
council may make such regulations as shall be deemed necessary or convenient for carrying
into effect the provisions of this
act.
This act shall come into force
on the first day of September,
1918."

Saturday, Joseph Keele, of thel
geological department at Ottawa,
gave an interesting talk on "The
Clays of Canada." To the average investor, a clay bank is not
so alluring as a gold mine or a
silver prospect in Cobalt, he said,
and people have been slow to realize the immense commercial
possibilities of the various clay
deposits. The three prairie provinces have almost no timber or
stone for building, and each year

In accordance with chapter 85, R.S.
B.C. 1911, Ferries Act," the Government of British Columbia invite applications for a charter for a ferry to ply
over the Bulkley River about a quarter
of a mile above the mouth.
Applications will be received by the
Honourable Minister of Public Works
up lo 12 o'clock noon of Wednesday,
the 12th day of February, 1913.
The limits of the Ferry shall extend
from the mouth of the river to one
mile above.
The charter will cover a period expiring on 31st March, 1915.
Applicants shall give a description of
the vessel it is proposed to use, the
method of operation, and the vessel
must conform in all respects to the requirements of the "Canada Shipping
Act" and amending Act.
Applicants shall state the tolls they
propose to ask for
Foot passengers (adults), each.
Foot passengers, children under thirteen years.
Passenger with saddle-horse.
Passenger with horse and buggy.
Driver with two horses and wagon,
loaded or unloaded.
Driver with four horses and wagon,
loaded or unloaded.
Cattle and horses, per head.
Sheep, per head.
Hogs, per head.
Calves and colts under one year old,
per head.
Freight, perishable, per 100 lb.
Freight, unperishablc, per 100 lb.
The Government of British Columbia
is not necessarily bound to accept any
application submitted.

Britain Builds Many Ships
London, Feb. 10:���In the matter of ship construction Great
Britain has established a record
for 1912, according to the world's
statistical report recently issued
by Lloyds. On December 31, 1,-
970,650 tons of merchant shipping alone were built, and this
was 451,000 tons more than on
the corresponding day of 1911.
The output of Great Britain during the year, in fact, was more
than the entire production of all
the other nations combined.
The United Kingdom's percentage of merchant vessels
launched was 68 in 1911 and 60
in 1912.
The world's output is the largest ever known and in foreign
ship yards a record was established by the launching of 317,-
000 tons of merchant vessels in
excess of tonnage put into the
water in the next best year, 1911.
The largest foreign individual
increases for|the year are: United
States 68 per cent; Germany 50 i m
per cent and Italy 40 per cent.
The total output of sailing vessels in 1912 in the whole world
i was only 105,901 tons, but, excluding barges, lighters and similar craft the gross tonnage of
sea-going sailing vessels launched
in 1912 did not exceed 25,000.
