Taken From Palace to Penitentiary, Madero and Suarez are
Slain in Alleged Attempt at Liberation���Military Rule
Obtains in Turbulent Southern Republic
Mexico City, Feb. 28:���Fran-
cisco Madero and Jose Suarez,
deposed president and vice-president, were killed last night while
proceeding under guard from the
palace to the penitentiary. Hu-
erta, provisional president, declares the victims were killed
during a fight between their
guards and a party attempting
to liberate them. Many believe
they were deliberately killed by
their guard, as was Gustavo Madero last week.
Mexico City. Feb, 28:���Notwithstanding the shooting o f
Madero and Suarez, confidence
in the new administration i s
growing, the general feeling being that a military regime is the
only solution of the present difficulty. Prospects for an early
consummation of peace are be-
lieved-to be good.
Session Ends Today
Victoria, Feb. 28:���Prorogation
of the house will take place tomorrow afternoon if today's rate
of progress in legislation is maintained. Among the latest bills
is one which compels the installation of proper fire escapes in
hotels and rooming houses in organized districts and another
providing for the appointment of
a moving picture theater censor,
with wide powers for the safeguarding of children.
The second reading was today
given a bill to extend the life of
the provincial legislature to five
years, that being the term in the
other provinces. The sessional
indemnity of members is increased from $1,200 to $1,600,
taking effect this session.
Wilson Admits Claim
Washington, Mar. 1:��� President-elect Woodrow Wilson
agrees with Great Britain's contention in the Panama canal rate
dispute.
Elaborate preparations.are being made for the inauguration of
the new president on Tuesday
next. " General " Rosalie Jones
and her suffragette army entered
the city yesterday. Their anti-
suffrage sisters are also marching and holding meetings.
ERIE LIKELY TO RESUME
WORK AND SOIP ORE
James Dier, the well-known
local mining man. has returned
from Vancouver, and is endeavoring to arrange for the freighting of ore from the Erie mine to
the railway. If successful he
will resume development on the
property, on behalf of E. L. Kinman, the principal owner. The
Erie is a very promising property from which much ore has
already been extracted.

The Miners' hockey team will
play the Town at 2:30 tomorrow
afternoon.
Fears For Mawson Party
Sydney, Mar. 1:���The silence
of Dr. Mawson, the Australian
antarctic explorer, since his report of the death of two^ members of h i s party, is causing
alarm among the friends of the
expedition, who fear disaster ma.v
have overtaken it.
Hindus Killed In Wreck
Vancouver, Feb. 27: ���Five
Hindus were killed and two
trainmen injured today in a
shunting accident caused by an
open switch in a lumber yard at
Port Moody.

and Mrs. Jackson came up on
Wednesday's train. They have
spent the winter in California
and the cities of the coast and are
ready for a summer in the northern interior. In the course of a
few days they expect to take the
snowshoe trail to Groundhog

from Sofia today says that the
beaten Turks are at last willing
to cede Adrianople to the Allies
and are seeking to negotiate with
them through the mediation of

Victoria, Feb. 27:���The presentation of the budget on Monday by Hen. Price Ellison was
the legislative feature of the
week, which has been marked by
the speedy transaction of business in the morning, afternoon,
and evening sessions. Three
sessions will be held today and
tomorrow, with the hope of
reaching the end of the legislative program on Saturday.
The estimates for the approaching fiscal year provide for the
largest expenditure on record in
British Columbia, the total being
$17,838,000. an increase of a
million and a half over the
amount expended last year, and
being considerably in excess of
the estimated revenue, which is
$10,326,000. The revenue is expected to show a decrease of
$50,000 as comparad with last
year, owing to the elimination of
the poll tax and other reductions
in contributions by the people.
The minister said:
"Our expenditure for the ensuing year will be the largest on
rocord���almost  unthinkable ten
years ago-and will he much in
excess of the estimated revenue;
but we are building for the
future, and the government
deems it wiser to anticipate the
requirements of rapid envelopment in the way of public improvements than to wait and
impede progress of settlement.
Thousands are coming now and
many thousands more will come
each year, spreading themselves
over the province to assist in
turning ournatural resources into
wealth and making it a great
heritage.
"The big undertakings now in
hand���railway building and road
making, the erection of a provincial university and improved
educational facilities of all kinds,
and the making of extensive
surveys���will to a large extent
satisfy future requirements. |We
shall have a million or a million
and a half within ten years to
help bear the burden and create
revenues to balance the large
expenditures of today."

The carnival on Thursday evening was a glittering success, reflecting the greatest credit on

The Omineca Miner hai the largest bona fide circulation of any newspaper in the
Northern Interior of British Columbia.
As usual at this season of the year, the mining men of
the district tributary to Hazelton are now busily engaged
in preparing for the summer's work, and it is already certain that the present year will witness a remarkable increase in mining development in many of the near-by
camps. While continuous work is now prosecuted on a
larger number of properties than ever before, this district
is still so young that a great majority of its promising properties have not been developed to a point which would allow of winter work. Cheaper freights and better conditions generally now obtain, and it is safe to say that before
the snows of nexf. winter fall there will be many new properties under development and several additions to the list
of shipping mines.
In the Omineca river district, as predicted by The Miner, there will be considerable activity, the holders of placer
leases on Manson and other creeks having already begun
the freighting of supplies. With the construction of a road
from Tatla lake into the gold district* allowing the operators to take in dredges and other heavy machinery, the
forthcoming summer should be the first of many profitable
seasons in this rich district.
The coal men are also beginning to arrive in Hazelton,
preparatory to the resumption of prospecting in the Skeena
coalfield. During the winter work has been prosecuted in
Groundhog by a small number of men, who will shortly be
joined by many others who will spend the summer in prospecting and surveying the coal measures of America's
greatest anthracite field.
The mining, agricultural and other natural resources of
Omineca district will certainly attract large numbers of
people from the outside, who will find here a country of immense potential wealth, with opportunities for every man,
capitalist or worker. Provided he possesses the qualities
that make for success, the newcomer will be welcome in
Omineca district���the best new country in America.

Last year he reported on three
hundred and thirty-five claims in
the Groundhog Mountain coal
district for the Groundhog Amalgamated Anthracite Coal Syndicate, taking in a party of nearly
twenty men and spending the j
entire season in compiling a
voluminous report, which he submitted to the provincial govern- <
ment yesterday morning.
He estimates that there are.
over two hundred million tons of:
fine anthracite coal available in
the Groundhog field and believes
that that will become one of the
greatest coal producing centers
in the world. His examination
covered the slopes of the Skeena,
Stikine and Klappan rivers.
"There is in the Groundhog
field." he said to the Times yesterday, "one of the greatest
nation,tl asaestsof the Dominion.

of the seams are exposed at the
Surface and the country offers no
difficulty for railway construction, and in addition the owners
have many admirable sections
which may be used as townsites."
W. Fleet Robertson, provincial
government mineralogist, in his
report of the field says that the
coal is undoubtedly an anthracite,
while Dr. Martin of the United
States Bureau of Mines, after
examining many specimens,  re
ports that it is a "good, firm anthracite."
Mr. Grossman is confident that
the anthracite fields of Pennsylvania, where his father before
him was an expert, and where
he himself was brought up, is no
better in its resources than the
Groundhog basin. There is one
mountain there, he says, which
is almost all coal.
"I cannot conceive," he says,
"that there should be any delay
in the railway companies entering that field for the certain tonnage, not alone to the tidewater,
but throughout the northern sections of the prairie provinces.
"All along the western coast
of the United States there is a
shortage of coal for household
and manufacturing purposes, and
though they have had in the
past large forest areas and mills
to draw upon for firewood this
resource is now being dissipated
and the people are coming to de-
pend more and more strongly on
coal. As their manufacturing
industries increase with the
opening of the Panama canal and
the index of settlers and cheaper labor the demand for good
steam coal, such as anthracite,
will be enormous and the companies first in the field and best
able to supply the demand of
that market are the ones who
will benefit most from the demand. Anthracite is peculiarly
adapted to steam-making, and
there is nothing to prevent the
Groundhog field from becoming
one of the best on the continent.

In a fire at Columbus, Georgia,
last Sunday, over 11,000 bales of
cotton, freight cars, oil works
and many buildings were destroyed. The damage will a-

Speaking on the new bill to
amend the liquor act, Hon. Mr.
Bowser said that in the past the
provincial government had been
comparatively lenient with men
who had sold liquor without a
license, merely fining them for a
first offense. The offenders had
come to look upon the fine as a
kind of license. The government
had found that policy to be a
mistaken one, and henceforth
there would be imprisonment for
a first offense of a term not less
than six months and not exceeding twelve.

the Conservation commission on
the subject of raising fur-bearing
animals, detailed the results of
his investigation to the agricultural committee of the commons.
He illustrated his remarks by
lantern slides. It was pointed
out that furs were a staple of
clothing in Canada, since it was
impossible apparently to manufacture . anything to take their
place. A tremendous change
has taken place in furs during
the last fifteen years, and today

fur trade.
. As an example of what could |
be done foi" fur-biearing animals,
Mr. Jones' referred to the efforts
of the United States government
prohibiting pelagic sealing, and
thus immediately increasing the
number of animals. Mr. Jones
presented tables showing the increased prices of furs during the
last few years. In the last two
years, every leading variety of
furs had increased in price tremendously. In 1900, the highest price at which a silver fox
was sold was $2,822, and it was
raised on a fox farm by Charles
Dalton, of Prince Edward Island.
Muskrat skins, worth fifteen
cents each in 1888 were worth
$1.25 each today.
"Most all the furs worn by
poorer people on the street today
are nothing but rabbit, and they
pay $15 to $20 for them," said
Mr. Jones. " They are called
black lynx. A person needs to
be an expert to buy furs today."
In the last ten years, it was
pointed out, the number of fur-
bearing animals caught had decreased in every variety, except
skunk. The outdoor life of the
people today was largely responsible for the greater demand for
furs. The value of the fur trade
in Canada today was three times
or four times the value of wool
and hides of sheep in Canada.
Mr. Jones described the possibilities of raising the Persian
lamb in Canada. This had already been done in Texas, he
said. They were being crossed
with varieties of common sheep.
��� The breeding of blue foxes in
pens had been introduced this
year in the Maritime Provinces.
Mr. Jones thought that there
should be established in Canada
game reservations where fur-
bearing animals could be undis
turbed. He suggested that a
branch be established under one
of the federal departments to
take care of the wild animal life
of the country, and he believed
that this branch might well be
placed under the Department of
Agriculture. If several experts
were appointed to carry on the
work, there would, he believed,
be wonderful results.
Mr. Ross, Middlesex, pointed
out that Ontario breeders were
under a great disadvantage, because the game laws forbid keeping some animals during their
close season.
Mr. Jones said he knew of
fourteen fox farms.
GLOWING REPORTS
FROM TESLIN CREEKS
Victoria, Feb. 24: -Mich placer diggings in Swan, Silver and
other creeks flowing into Teslin
Lake at its southeastern end are
reported to have been recently
discovered and proved. The reports come from official government sources in Atlin. On receipt of the news Hon. Dr.
Young, provincial secretary and
member for Atlin in the legislature, made arrangements to proceed to the scene of the new find
and he will leave Victoria on
March fourth. From Atlin he
will go overland by dog train
and sled to the lower end of Teslin Lake.
The diggings are reported to
be from three to six feet deep
and the gold stated to have beeu
taken out is said to be coarse and
to greatly resemble the gold pe
culiar to the Atlin country.
Kenny McLaren and William
Conroy, old Atlin prospectors,
spent last season on the Teslin
creek and but recently reported
their discoveries. A number of
Indians also worked the creeks
last summer end are said to have
taken out considerable gold.
A stampede from Atlin is said
to be now occurring and it is reported that at last advices from
Teslin, some four hundred claims
have been staked on the new
ground.
The creeks lie almost in the
path followed in 1897 and 1898
by the Argonauts who went into
the Yukon via Hazelton, Telegraph Creek and Teslin Lake.
In the rush they passed over the
golden treasure.

succession to A. V. Johnstone,
who will shortly leave for a point
in the Bulkley Valley.
The headquarters of the en-
engineering staff of the G. T. P.
which have been located near
Hazelton for about two years,
are now being moved to Bulkley
Summit, where they will probably remain until the completion
of the road.

Budget Provides Immense
Sum For Provincial Works

Roads, bridges, and wharves
absorb $5,960,000, works and
buildings accounting for $8,445,-
000, an increase of $411,000.
The chief item is one of $500,000
for new wings to the parliament
buildings. For a new administration block on the corner of
Government and Superior streets,
Victoria, $75,000 is provided,
while $250,000 is set aside for
the erection of a provincial building in London, England, and
$100,000 for government buildings in Prince Rupert. Surveying the lands of the province, a
vast undertaking, will be vigorously prosecuted during the year,
at a cost of $750,000, while
$200,000 is provided for clearing
townsite and suburban lands
owned by the province.

more convenient location, in
view of the new ground to be
worked. The party will leave
Hazelton in a day or two, and

intermission from the time of arrival at Manson until the approach of next winter compels a
shut-down.
