Mexico City, Feb. 20:���Three
thousand have been killed and
seven thousand wounded in the
ton days' fighting resulting from
the revolt of the federal troops
and the release General Felix
Diaz, leader of the insurgent
forces. General Diaz appears to
control the situation and a solution of the difficulty without further bloodshed is likely. Madero, the deposed president, has
been arrested on charges of complicity in murder plots. He will
probably be sent into exile, his
fate resting with the new council.
It is regarded as probable that
Porfirio Diaz, the former president of the republic, will be recalled to succeed Madero. A
brother of the latter has been
executed.
this action there are fears that
the deposed president will be
executed.
Washington, Feb. 17:���Mexico
City is virtually cut off from the
world by the most rigid censorship. United States Minister
Lane reports that fighting is a-
gain in progress. President Taft
and his cabinet are greatly worried.
Vera Cruz, Feb. 17:���Hostilities in Mexico City were resumed this morning. The fighting
is of a desperate character.
Washington, Feb. 21 :- T h e
United States government has
warned Mexico that Madero must
have a fair trial.    In spite of
Washington, Feb. 18:���Two
thousand United States marines
from various barracks along the
Atlantic coast have been ordered
to Cuba, to be in readiness in
case that intervention on the
part of the United States is necessary in connection with the
Mexican trouble. Half of them
will leave tonight.
ARRANGING FOR BIG      NOT PREPARED TO
SKATING CARNIVAL      GIVE MEN VOTES
A popular note was struck
when it was announced that the
management of the rink had arranged for an ice carnival for the
evening of Thursday, Feb 27.
The whole talk of the town is
now the carnival, and everybody
is getting ready. In the matter
of costumes there appears to be
considerable friendly rivalry and
a number of masterpieces are being prepared.
Costumes for the ice allow of
so much more latitude that many
novel and amusing gct-ups will
be in evidence. Prizes will be
offered for the best. Features
of the evening will be the hockey
match hetvveen the lady hockey
players and seven men handicapped in the latest freaks in hobble skirts. Three short periods
of five minutes each will afford
much amusement. A short
game of broomolo, single versus
married men will also have a
place on the programme. Speed
and comic races and many other
interesting features will be introduced. If you can skate you
cannot stay away ; if you cannot
skate you will get a good evening's amusement as a spectator.
A strong committee has the
arrangrments in hand and will
spare no efforts in making the
evening a huge success.
The Carnival will open at 7:30.
Admission will be fifty cents.

Victoria,   Feb.  19,���A large
! number of women were in the
gallery of the house at Monday
night's session, in  the  expectation that J. T. Place, of Nanaimo,
would move his proposed  bill to
give votes to women.     To pre-
i vent any demonstration, two po-
1 lice officers were stationed in the
ladies' gallery.   Place, however,
withdrew his notice of motion.
' Today  the premier announced
that the government was not
prepared  to grant  votes to
women,   still   holding  the  view
��� that the question was a matter of
policy and as such it was not in
i the public interest.   Sir Richard
explained that it was still open
to any private member to introduce such a measure.
Place Revives Bill
(Special to The tltner)
Victoria, Feb. 21:���The Place
bill, designed to give votes to
women, in B. C, was resurrected today and received its
first reading. The introducer
urged that the bill be passed and
made effective for the May revision of the voters' lists. The
measure is unlikely to survive its
next appearance on the order
paper.
NEW EARLY CLOSING     APPOINTED HEAD OF
RULES FDR HOTELS
(Special to The Miner)
Victoria, Feb. 18:���Attorney-
General Bowser yesterday introduced in the house the new a-
mendments to the liquor act, designed to more effectually aid the
cause of temperance than any
previous legislation. One of the
amendments fixes eleven o'clock
at night as the hour for closing
all bars, including those in unorganized districts. On Saturday
nights the bars will close at ten.
Under the present regulations
the bars are required to be closed
at eleven on Saturday nights
only. Other nights not being
mentioned, the bars in many
places remain open all night.
Wireless Across Behring
Washington, Feb. 21: ��� The
American and Russian governments are planning for wireless
communication between Alaskan
and Siberian points.
Will Benefit Canada
Washington, Feb. 21:���It is
certain that under traiff revision
Canada will get open markets in
the United States for a number
products, notwithstanding protests from many quarters. The
leaders of the Democratic party
say their ante-election promises
of a downward revision Of the
traffic will be fulfilled.
Will Continue Work
New York, Feb. 19:���Sir Ernest Shackleton today announced
that he will lead another exploring expedition into the Antarctic
regions.
Citizen Army Proposed
London, Feb. iii:���Lord Roberts
has started the agitation for a
vast citizen army. He expresses
the hope that all able-bodied
citizens will join. The proposal
has been favorably received.
B. C. jJNIVERSITY
(Special to The Miner)
Victoria, Feb. 18:���The provincial secretary has announced
the appointment of Dr. F. F.
Westbrook as president of the
new University of British Columbia. The president-elect, who
is a noted educationist, is a native of Ontario, at present dean
of the medical faculty of the
University of Minnesota. His
father was formerly mayor of
Winnipeg.

London, Feb. 17:���It is stated
on very high authority that the
next Governor-General of Canada will be General Lord Methuen, who commanded the first
division of the first army corps
in the South African war from
1899 to 1902.
The Balkan War
London, Feb. 20 :���Three thousand Bulgarians and four thousand Turks were killed in a terrific battle which raged for three
days in the peninsula of Gallipoli. Owing to the severe
weather, there is a cessation of
hostilities at Catalja, the opposing forces holding their ground.
, Austro-Russian differences are
still causing great anxiety among
the powers, although every effort
is being made to prevent a
conflict.
Russo-Austria   Dispute
St. Petersburgh, Feb. 17:���The
reply of the Russian Emperor to
the letter recently sent him by
the Emperor of Austria is short
and decisive. It declares that
Austria's attitude in recent years
has compelled Russia to support
the interest of her Slav brothers.
Grain Men Buy Timber

Winnipeg. Feb. 20:���The Grain
Growers' Grain company has
made large purchases of timber
limits in the vicinity of Fort
George, B.C., with the object of
marketing lumber on the prairies
at reasonable prices.

London. Feb. 20: -Lord Strathcona, high commissioner for Canada, is seriously ill as the result
of a severe cold contracted a few
days ago.
Conflagration in Tokio
(Special to The Miner)
Tokio, Feb. 19:���Four thousand
homes were destroyed by a fire
which raged in the city today.
London, Feb. 17:���The situation between Roumania and Bulgaria has again become serious.
The negotiations at Sofia did not
result in an agreement on the
points at issue.
Meanwhile the publication of
the reply of the Russian Emperor, confirming the strained situation between Austria and Russia,
together with the impossibility
of arranging the differences between Roumania and Bulgaria,
causes renewed anxiety in the
capitals of Europe.
Vienna. Feb. 17:- Russia continues to mass troops on Roumanian and Austrian frontiers.
The outlook for trouble between
Austria and Russia is most
ominous.

London, Feb.20:���A suffragette
bomb blew up Lloyd-George's
country residence, near London.
The avowed object of the perpetrators was to "wake him up."
Mrs. Pankhurst, in 'i speech at
Cardiff, assumed al responsibility for the explosion, and defied the authorities.
Other women set a dangerous
fire in Kew botanical gardens in
London. They were arrested by
the police. When refused bail
they threw books at the judge.
The extremes to which the militant suffragettes have proceeded
are turning public sentiment a-
gainst them, and whipping is
urged as the proper punishment
for their latest offences.

London, Feb. 21:���With anarchistic tactics, the suffragettes
are spreading terror throughout
Britain. It is even feared that

French War Plans
Paris, Feb. 17 :��� The French
government has in preparation
extensive plans for increasing
the strength of the army to
counterbalance the new military
measures now pending before the
German imperial parliament.
The government intends to ask
for a first credit of $16,000,000
for an immediate supply of munitions of war and munition wagons, This will be followed by a
second request for $100,000,000
to re-arm all branches of the service, including the heavy artillery. The effective strength of
the army is to be increased by
extending the term served by
soldiers.
The public is greatly impressed
by the German project for increasing the peace footing of the
German army to 850,000 men.
Honor Scott's Memory
(Special   to The Miner)
Ottawa, Feb. 18:���Tributes to
the memory of Captain Scott and
his comrades were voiced in the
house today by Premier Borden
and Sir Wilfrid Laurier. The
government announced that Canada would make a contribution
to the fund for those dependent
upon the dead explorers. Mr.
Borden said the families of the
dead heroes should be made
wards of the Empire.
LIBERALS CONTINUE
OPPOSITION TO BILL

Ottawa, Feb. 21:���In caucus
today the Liberal members debated the advisability of continu-
ing the fight on the naval prop- j
osition, finally deciding to continue opposing the bill.
Ottawa, Feb. 18:-The program of the opposition appears
to be confined mainly to attempts
to Lilock the naval measure, by
introducing amendments, and to
force redistribution.
A score of young people indulged in a snowshoe tramp on Monday evening.
New Copper Process
A mining engineer points out
that the method of concentrating
copper ores evolved by the Britannia mine, on Howe Sound,
will practically revolutionize copper mining on the Pacific Coast,
where great bodies of low grade
ore exist. Granby too, is bringing down the cost of production
and is able to produce copper
now at a cost of 91 cents per lb.,
which, with the present price,
leaves a good margin for profit.
During the past year this company's earnings were placed at
$1,500,000. The money was used
to develop the new holdings in
the north, where two millions
and a half are being spent, or
will be spent, on development.
A few large mining companies
operating like this will mean
much to cities on the Canadian
Pacific coast.
Probing Corruption
(Special to The Miner)
Ottawa, Feb. 21,���An unusual
course was adopted by parliament
today, when R. C. Miller, former president of the Dominion
Light and Heating Co., became
Canada's first state prisoner, being committed to jail. He recently refused, before a parliamentary committee, to answer
when questioned as to whom he
had paid $41,000 to get $107,000
worth of government business,
several years ago. Summoned
to the bar of the house, Miller
still refused to reply, his refusal
being supported by the Liberals,
on the ground that litigation was
pending. Hon. Mr. Borden replied that the rights of parliament and the public were higher
than the rights of the litigants
in the case, and the committal of
the recalcitrant witness was
ordered.
Conservative Meeting
A general meeting of Hazelton
Conservative association will be
held in the school house on Friday evening next, at 8. A proposed amendment to the constitution will be submitted.
Budget Next Week
(Special to The Miner)
Victoria, Feb. 22:���Night sittings of the house continue. It
is expected the budget will be
brought down early next week,
and the house will probably prorogue during the first week in
March.
MAINTAINS STAND
IN PANAMA DISPUTE
Washington, Feb. 17:���Sir Edward Grey's rejoinder to Secretary Knox's last note regarding
the Panama canal tolls question,
is nearly completed, and its substance at least is expected to
reach Wasnington this week.
It is understood that this rejoinder by no means settles the
controversy, nor does it contain
assurances of an acceptance of
the American proposition to exchange ratifications of the pending general arbitration treaty,
under the terms of which the issue might be referred to the
special commission of six members proposed to be created by
that convention.
The rejoinder, in fact, is said
to be a continuation of the British argument in support of the
contention that the shipping of
all nations must be on even terms
in the Panama canal.
Barrister Hovell Back
R. DeB. Hovell, president of
the Hazelton board of trade, has
returned from a vacation trip to
England. After spending seven
weeks in the Old Country, he returned via Ottawa and Victoria,
hearing part of the interesting
naval debate at the Dominion
capital. While in London, Mr.
Hovell succeeded in arranging
for the exhibition of a display of
Hazelton ores in the galleries of
the Imperial Institute, pending
the erection of the new Britisli
Columbia building. The board
of trade will be asked to undertake the assembling of the ex-|
hibit.

As a statesman, a man of affairs, and a student of history,
few Canadians have equalled Hon. George E, Foster, minister of
trade and commerce in the Dominion government. His patriotism,
good sense and foresight arc not to lie gainsaid, and the words he
addressed to the Canadian Club at Vancouver on Monday are
worthy of the attention of every Canadian.
"The first thing I would impress upon you," said Mr. Foster,
" is that the country is larger than the party. Government is a
thing that is aimed at and there are many means by which it is obtained, but we must never forget that the party exists for the
country. The country does not exist for the party. The party
idea is always in danger of being carried out on narrowing lines
and tends to less effective government, but if you remember that
the country comes first, you protect the party system from its own
evils. When you observe that, patronage slinks into the background, where it should always stay. "
Mr. Foster spoke on the duty that is owed by the individual
to his country. He spoke particularly to young men and deplored
the fact that there was a tendency in the rush of modern business
to neglect the debt that every man owed to the men  who handed

Twelve miners and four guards
were killed in a strike riot in the

trains collided near Banff, injuring two passengers and three
trainmen.
Claims filed against the White

King Menelik, of Abyssinia,
reported killed in a recent insurrection, is now said to have escaped by hiding.
Two hundred suffragettes started to walk from Metuchen, N.J.,

from Vancouver to Japan. The

The frequent appearance of
foreign airships over various
parts of England is the subject
of comment in the British press,
which regards the new form of
espionage as a grave intrusion.
Germany has eighteen military
airships and Britain none.
The second Norwegian expedition sent to the relief of the Get-
man scientists stranded in a remote part of Spitzbergen, has
not yet succeeded in its undertaking. It left Advent Bay late
in January, but was forced to return to Green Harbor,arriving in
a pitiable condition.
The Dominion house of commons passed a resolution favoring the establishment of co-operative banks throughout the agricultural districts of Canada.
The proposed banks will aid in
agricultural development by making loans to farmers on their
stock and crops.
The Presbyterian, Methodist
and Congregational churches
have asked the provincial government for a grant of twenty-five
acres adjoining the site of the
provincial university, for the
establishment of theological
colleges.
That the use of drugs is growing more and more popular, in
England, to the detriment of the
nation, is the statement issued
by the British medical association. According to this report,
the drug habit is acquired usually in an innocent manner. Drugs
are first used to combat the much
dreaded insomnia, and most
people who are now drug fiends,
first became addicted to its use
through trying to obtain relief
from insomnia.

Man's Evolution
The man of the future, according to A. F. Ledouble, professor
of medicine at Tours, will have
a larger head, fewer teeth and
shorter arms than the man of
today and will compare with him
unfavorably in stature.
Professor Ledouble declares
that the evolution of the white
man will produce a type in which
the upper part of the head will
be strongly developed and the
forehead will be broader and
rounder. Owing to the fact that
our food becomes increasingly
easy to masticate, the human
jaw bone will diminish in size and
strength and the number of teeth
will be reduced.
Among the primitive races in
Australia, the professor states,
it is not uncommon to find natives
with thirty-six, and even more
teeth, while the man of tomorrow will be lucky if he has twenty-eight.
There is a tendency, says professor Ledouble, for the first,
eleventh and twelfth ribs to disappear, thus leaving nine instead
of twelve on either side of the
body. Legs and arms are destined to shrink in length, but the
hand, which today shows immense progress compared with
that of our remote ancestors, will
continue to progress in the direction of the independence of the
fingers. The little toe will become smaller and smaller.

Prime Minister also announced
the constitution by the Federal
government of the royal commission on Indian lands questions,
the Dominion representatives on
this important investigating body
being E. W. White of Nova Scotia
and Dr. J. A. J. McKenna. The
province's appointees will be
named at once, and the commission will thereupon select its fifth
member and proceed with the
important duties to it committed.
In the event ol the third member of the better terms commis-

these commissions, the appointment rests with the Colonial
Office.
The C. P. R. tunnel through
the Selkirk summit, between
Bear and Glacier creeks, will occupy over five years in construction. It will have a length of

The Indian Agitation
It is possible the organizers of
the "Indian Rights Association"
may not be prepared to go as far
as the natives in the agitation
they have promoted. At the instance of their alleged friends,
the Indians of the Skeena have
held several meetings to organize branches of the association.
In Kispiox, The Miner is informed, a recent meeting was attended by 300 Indians, who not
only asked for the title to all the
land, the abrogation of the Indian
Act and full rights of citizenship;
but also the withdrawal of all
preachers from the Skeena.

Fighting is being continued in
the streets of the city. American intervention seems now almost certain. Many foreigners
are being killed in the hostilities
that are in progress.
The report that President Madero had resigned, announced
upon the authority of the British
legation, appears to have been
premature. Arrangements for
the succession of De Barra to the
presidency were reported as being made.
