FORT GEORGE H ..»w38i iu19' ALD )L. I. No. 23. SOUTH FORT GEORGE, B.C., JANUARY 21, 1911. $3 per Annum'. idians Send Delegate to Ottawa to Negotiate a Sale In December 8 the Indians of Fort George were offered the !0f $68,000 by the federal government, through Dr. John Lgall,' their commissioner, for the reservation comprising acres. Several small emoluments, such as the payment Fthe transfer of their buildings to the Goose river reserva- .. (at present sparsely tenanted), and the granting of a yhiteman's franchise," which grants the right to pre-empt id, were also included in the offer. fTlie offer was neither accepted nor rejected, though a vote [ken on the matter of surrendering their rights carried by no of a majority. They simply asked for time to consider the aestion. This being the first instance in which they were ever .proached on such a subject, the pro rata distribution of the ind among them was a stumbling block. A good many held the opinion that the head of each family should receive the jual proportion of. the mongy. This view was upheld by In- jlans with small families and others without direct kin. They [aimed that families comprising eight or ten members, would Bceive an undue proportion of the money, and they wanted ich family to share alike. In turn, the others believed that lich individual member of the band, including children, should lare and share alike. v This ununanimous view allowed matters to drop for a month, sd only resumed on the arrival of Father Bellot, from Stuart ike, last week. The arrival of the priest led the Indians to jain taking up the subject, with the result of their willing- .ss to surrender their equity in the reservation for a figure in lecess of that offered them by the Indian agent. Suiting ac- jn to words they deputed Father Bellot their agent in the jbposed negotiations and instructed him to go to Ottawa and Iy before the Indian department their willingness to surrender and likewise stipulate the price at which they are willing part with their land. The offer, though not confirmed, is Iredibly believed to be $100 per acre. No mention whatever is made of any proposed reservations of any burial grounds, etc. This point was never touched on by the Indians at any time in their discussion of the sale. Father Bellot leaves for Ottawa Monday morning and expects to be back in South Fort George in about a month. few York Pas 1,250,000 Jews The number of Jews living in Greater New York in 1905 was Bomething like 700,000. According to reliable statistics there are now 1,125,000 within that city. This means a population exceeding the total number of inhabitants of any one city of the world excepting London. Paris, Berlin, St. Petersburg. Tokyo, Vienna, Philadelphia and Chicago. Pacific Monthly on the District six lines of railroads are planning to focus at Fort George. Some of them are already hard at work, surveying routes and others have already secured ample capital. "The Port George country is a wonderful game and fish country. Moose, cariboo, deer, bear, geese, swans, ducks, wildfowl, trout, sturgeon, salmon, whitefisb — all are in plentiful quantity. There are many fur-bearing animals and literally hundreds of thousands of beaver, which the government wisely has protected and allowed the Indians to kill only for food during certain seasons of the year. CLIMATE IS MILD "As to the climate, I was surprised that it was not more severe in the winter, because on the road between Ashcroft and Soda Creek I was told that there coldest day there often sent the mercury down to 60 below. At Fort George, which has an elevation of 1880 feet, I saw authentic records showing that tho thermometer seldom fell below zero, the hottest days in summer rarely registered higher than 90 degrees. The snow fall is light and there are no high winds or storms, and, to judge by the character of the vegnta- tion the rainfall must be pretty well distributed through the growing season, "All kinds of grain and hay are grown bountifully in the Fort George country, but chiefly oats, timothy and clover, because the markets for such as wheat, barley, rye and buckwheat arc too remote to be reached profitably at this time. It is estimated that for the next live years, beginning next spring, 25,000 men will lie employed on tbe great railroad construction now under way in that region, with an estimated payroll of $100,000 daily." It will -Ubtless be the central divisional '"-quarters (or the Grand Trunk ai'ii'i' between the Cascades and the Zy Mountains. 'Other railroads have their eye 1 '"ut George and are planning to 111,1 toward it as a natural strate- '•ommorcial center of British Co- m'»ii - inland empire. Altogether, INDIANS AND LIQUOR. rw" white men who had lately ar- 1,1 in the Duncan district, Van- "ver Island, to work on rallwny i-truction, have been arrested for "I'iylng liquor to Indians and both ■tenced to four months in jail and ""'■ o' $3000 each, with the option 8l* additional months. Years ago there lived and worked on the Fraser river, between Quesnel and Giscombe Portage a born transportation man. This man was twelve-foot Davis. He derived this name in the Williams' creek diggings through having discovered and staked a twelve-foot fraction that ran one thousand dollars to the foot. Today, amongst us, at Port George, may be noticed an old bent Indian, whiskered and decent-looking and who by every moral right should be chief of his tribe, antl would be, did be long for worldly .honors. This was twelve-foot Davis' right-hand man whom he trusted for yours to steer his boats in perilous places. Probably a man who knows more about steering with a sweep or paddle than any living man on the mighty Peace and Fraser rivers and their tributaries. An old Hudson's Bay Co. engage and tripper from time immeaho- rial, with the honor of that honorable company deep in his soul, he is regarded by men of the north who know him, as a white man and the greatest judge of swift water imaginable. During the unrest in the Northwest and Manitoba during the Reil rebellion the' Hudson's Bay Co. shipped flour to Vermillion and other Lower Peace river posts from Victoria ; thence up the Fraser river to Quesnel, by steamer, pack horse and freight team. From Quesnel twelve-foot Davis took the contract to land the freight at the Lower Peace river posts. To this end three boats were constructed with a capacity of fifteen thousand pounds each, towed and manned by both Lillooet Indians and those of the Upper Fraser and Nechaco. Three trips a season were made for three years to Giscombe Portage. During the autumn of each year forty-five thousand pounds were portaged on Indian backs and horses across to Summit Lake from the landing of Giscombe annually. Three scows were constructed at the lake, carrying fifteen thousand pounds each, and live horses distributed on them for use at Rocky Mountain Canon, Peace River, which is impassable. Here the scows were abandoned, and the cargo packed around the canon, a distance of fifteen miles to rafts below, on which the rest of the long journey was completed. On Davis' last season on this contract he built the largest boat ever hauled by men on the river, carrying thirty-six thousand pounds, and the other three carrying twenty-five thousand pounds each. Davis started from Quesnel with this cargo of flour in the spring. At Fort George he picked up fifteen canoes for lightening purposes. On arrival at Giscombe Portage he hauled these large boats, as weil as the cargoes, across the portage with the aid of four horses and his Siwashes. Only a fortnight was taken to accomplish this. An Indian's load of flour was one hundred and fifty pounds, and he went half the distance of the portage without a rest. However, it was difficult to keep the boys from carrying more, as they wished to outdo one another. Re-loading and after crossing Summit Lake it was discovered that there was not sufficient water to carry the large boat. Davis, never at a loss, lightened her up with his fifteen canoes and built an immense dam, letting the water back up over night. In the morning the dam was quickly broken and the flood carried Davis and his fleet into deep water again and so on down the Crooked river into MacLeod's Lake; thence into the Pack river, wliere two more scows were constructed and the canoes abandoned. From the Pack the scows were taken into the Parsnip, thence into the Peace, through the dangerous Findlay and Pack Pass Rapids and on to Rocky Mountain Canyon — through which no bout can puss — and lino her through and over the portage rond to rafts below. The three smaller boats were brought back onto the Kraser river, but the largest one, with a sack of (lour in its stern, was sent intentionally to destruction through the canyon. A Country of Big Game Where Rich Shots Do Well The fact that fashionable fair ones and Mister Tommy Atkins have of late used bearskin far less in order to achieve a re- splendant appearance has caused that animal to multiply recently to amazing degrees throughout British Columbia, and especially the northern portion of the province. Within the last few years there has not been so many bears about as there are today. One party of northern land surveyors in one day last summer counted 36 bears on the Crooked river. If Bruin only knew, how he would desire the continuance of present fashions. Another feature of the game situation is the increase in the horde of wolves that are causing great ravages on Vancouver Island. They have practically ex.e»minated the deer in the north of the island and have now started to slaughter the elk. There is a bounty of $15 on every wolf, but the beasts are so cunning that the most alluring trap fails to catch them and they are much too knowing to eat poison. Bryan Williams, the provincial game warden, expects a large influx of big game hunters next season. Not only many Americans and Britishers from all over the empire, including men serving in India, are flocking to the greatest game lands on the American continent, but the wealthy German and Frenchman is seeking his sport here in an ever increasing extent every season. The game warden states, that the hunting possibilities of Cariboo and Fort George districts, for big game, were better known to the wealthy shots of London, Paris, New York, Berlin and Calcutta than they are in Vancouver and Victoria themselves. Last year there were six Germans among the seventy men who sought big game and all were very wealthy men and provided with the most elaborate outfits, being prepared to spend any amount of money if they got good sport. The benefit that the game is to the country in other ways demonstrated by the fact that several of these hunters invested largely in real estate. LABOR PLENTIFUL NOW. Engineer B. B. Kelliher, of the G. T. P., states that 2500 men are now at work grading the roadbed east of Prince Rupert, a larger number than ever before. Tbe scarcity of labor which prevailed last summer has been greatly relieved. Between Kit- selas and Hazelton, 60 per cent, of tho grade work has been finished. TIMBER DI.PARTMENT. Returns of the provincial timber department for the final month of 1910 show aggregate revenues of $189,044.20, to which, ns usiiln receipts from timber licenses for lnnds west of tbe Cascades are largely contributory. Of these licenses 74ti were issued, producing a revenue of $104,- 440,. East of the Cascades, 484 licenses were Issued during December, p(oducing $56,048.20; timber license transfer fees amounted to $1010; pen. alties $1675; 255 coal prospecting licenses $25,550; coal prospecting license transfers, $320, nnd miscellaneous receipts $1. Cold Weather Is Universal South Fort George is not the only spot on the Canadian map that has enjoyed 40 and 15 above zero weather the last week. From all sections come reports of more than usually harsh weather. Advices from all parts of Manitoba state that raging • storms have prevailed. Saskatchewan describes it as the worst in years, with a veritable'htirficane of snow and damage cannot be estimated as yet. From Prince Albert similar reports come, while at Regina the blizzard caused the streets to be deserted. At Moosejaw from 30 to 40 below zero was registered. At Kenora, on the morning of the 4th, 51 below was registered. Brandon recorded 44 below. Throughout the entire east severe weather conditions are reported as the worst in years. Factors Important Personages Chief C. C. Vnn Arsdell nnd T. C. Taylor of the G. T. I'., were at Lytton on the first, in company with C, J. Johnson and K. Marshall, contractors for the Canadian Northern. A young Hudson's Bay Co. clerk in the fiftees, returning thanks to a friend for proffered congratulations on promotion in the service, thus depicts the importance and mode of traveling indulged in Chief Factors at that period. It is taken from Father Morice's "History of the Northern Interior of British Columbia. "These officers," proceeds the narrator, "especially the Chief Factor in charge of an important post, enjoyed, the greatest consideration and were treated with every mark of respect. This exalted functionary was lord paramount; his word was law; he was necessarily surrounded by a halo of dignity, and his person was sacred, so to speak. He was dressed every day in a suit of black or dark blue, .white shirt, collars to his ears, frock coat, velvet stock and straps to the bottom of his trousers. When he went out of doors he wore a black beaver hat worth forty shillings. When traveling in n canoe or boat, he was lifted in and out of the craft by the crew; he still wore his beaver hat, but it was protected by nn oiled silk cover, and over his blncl. frock he wore a long cloak made of Royal .Stuart tartan lined INFORMATION WANTED. "The Central Port George Tribune has received a letter from J.M. Chaniit and Co., Broadway, N. Y. City, saying: 'I am writing in behalf of Madame H. Tavernicr, residing at. No. seventeen Rue de ['Assumption, Paris, who is seeking Information regarding her son, Henry Tnvcriiicr, aged twenty-nine years. This young man left his home in Paris in June, nineteen hundred and nine, with the intention of settling in Canada, but was in Trochu and Alberta during the summer of nineteen hundred and nine, and while in Trochu met with a slight accident and went to Calgary to be nursed, and there spent the winter. Last spring he went to Vancouver, and from there his Inst letters were received, dated March'twenty-six and April tenth. In these letters ho ac- nowledges the receipt of ten thousand francs which his mother sent to him to obtain land in Fort George and establish himself in business at that point, He claimed that this was a very good investment, and in with scarlet or dark blue bath coating. The cloak bad a soft Genoa velvet collar, which was fastened across by mosaic gold clasps anu chains. It had also voluminous capes. He carried with him an ornamental bag, technically called -a 'fire-bag,' which contained his tobacco, steel and flint, touchwood, tin- derbox and brimstone matches. In camp his tent was pitched apart from the shelter given his crew. He had a separate fire, and the first duty of the boat's crew after lanuin6 was to pitch his tent, clear his camp and collect firewood sufficient for the night before they were allowed to at tend to their own wants. Salutes were fired on his departure from the fort and on his return. All this ceremony was considered necessary; it had a good effect on the Indians; it added to his dignity in the eyes of his' subordinates, but sometimes spoiled the Chief Factor. Proud indeed was the Indian fortunate enough to be presented with the Chief Factor's cast-off hat, however battered it might become. He donned it on all important occasions, and in very line weather it might constitute his entire costume." fact his letters of the dates mentioned, said that he was very happy to have the land, but had not yet left for Fort George..'" The above is taken from the Natural Resources advertising leaflet, published at Central Fort George. It may be possible that Young Taver- nier bought some Central Fort George property and after finding out its real value, had failed to correspond with his people. SONGHEES INBIANS. The representatives of the Songhees Indians, in consultation with the Premier, Hon. R. McBride, and the chief commissioner on the sixth, agreed that consequent on the agreement with the government being ratified by the Dominion, they would vacate the old reserve in the heart of Victoria, by April 15. The government agrees to place the $410,000 in a chartered hank in trust for tbe .1 heads of families as agreed upon, they to be enabled to draw cheques against this for approved purposes, such as building new homes on the new reserve, etc, V • FORI GEORGE HERALD PUBLISHED BY THE NORTHERN INTERIOR PRINTING GO. Since the Port. George Indians have shown a disposition to surrender the entire reserve for a figure stated to he in the neighborhood of one hundred dollars per acre nnd their sending an emissary to Ottawn (or the purpose of lnying before the Indian department their intentions, it does not seem unlikely that the (I. T. I'. will have possession of tlic coveted terminus site before two months have passed. The value of the land, other than to a railroad, is not six dollars per acre, ami if the Indians succeed in getting the price they have set their hearts on, it will be a good business stroke. When it is remembered that the townsite of Rupert was obtained from the Met.la- katlas for seven and a half dollars per acre, the figure of fifty dollars per acre, offered by the Dominion government, on behalf ol the G. T. I'., is ample evidence that tlic railroad company has set itself to tin' task of securing the reservation. WILLISON ON ORIENTAL LABOR. if J. S. Willison, editor of the Toronto News, hail the illusion that the public sentiment on this coast would change on the subject of Asiatic labor, his recent visit has corrected this error. The Toronto News gives this account of the situation: "The east cannot afford to have any illusions as to the strength of the feeling on the Pacific const in particularly against the incoming of Japanese. The people of Vancouver and Victoria heard Sir Wilfred Lau- rier with respect, but he did not alter their views nor dispel their uneasiness. It is folly to imagine that only the labor unions are hostile to Oriental immigration. The feeling is common to the whole population outside of the canners and sawmill owners and perhaps the financial interests, by which they are supprt- ed. "For the Chinese as domestics there is an improved feeling; the Japanese are the object of increasing fear and disfavor. It is not believed, although the News has no conclusive evidence to offer one way or the other, that the agreement with Japan limiting immigration from that country is observed, It is insisted that Japanese disembark at the upper ports, that the invasion assumes formidable dimensions, that they are a social and industial danger, and that falling some radical reversal of policy, British Columbia must become substantially a province of Japan. "Moreover, the Asiatics are extending into the prairie country, and thus the area of disaffection is steadily enlarged. The coast people recognize the gravity of the labor problem. They know that without a great supply of workers the development of the country must be retarded. But nothing will avail against the determination to have a "White Canada," and parliament cannot afford to misunderstand or neglect the situation." TBI. LEGAL WEIGHT. M. lOiinnin-hnm left for thc const last Monday. Mr. Cunningham has been picking lip investments all over the country which, it is need- )___ to relate, abound for those possessed of foresight. Woodwork too close to a chimney was the cause of a hurried skirmish in the rotunda of the Northern Hotel Sunday night. Other than the removal of a dozen planks from the vicinity of the issuing smoke, no damage was done. Peden's sawmill has had an enforced close down last week, owing to the cold weather. The saw teeth resented activity to such an extent that fourteen teeth in one circular dropped out in one day. Operations will be resumed ns soon as weather conditions moderate and will also allow men to work witl) one pair of mitts. P. Landry and G. I,. A. and the Traders Bank — regaled their numerous customers with calendars for nineteen eleven. Both are works of art and fill an undreampt of want in the cabins of pre-emptors and others who in the past have been using almanacs several years out of date. Edward Roberts has taken the premises formerly occupied by the Bank of B. N. A. and severs the last link in his connection with the Natural Resources On. Andy Forrest left Thursday morning for,Quesnel and will be back in ten days. Among the arrivals this week was A. E. Burton, who came in on Wednesday with A. G. Hamilton's special conveyance. Mr. Burton is in quest of land and investment.. He was one of tbe eight passengers on a B. X. stage thnt left Ashcroft Monday week and overturned at Cache Creek, six miles out from the main office of the B. X. The coach ran into a drift on the side of the road and keeled over. Other than the inconvenience caused by being toppled over into the snow no damage was done. N. H. Wesley is expected in next Monday evening. W. F. Cooke and W. Seymour are up the Nechaco river. A. 0, Hnmilton arrived Wednesday afternoon, just in time to attend the coronation ceremonies of the annual meeting of the Conservative association, held Thursday in the McGaghran-Thorn hall. BIG YEAR FOR IMMIGRATION. The greatest year in the history of the Dominion, from an immigration standpoint, has been the year just closed. The total number that arrived in 1910 exceeds by 25,000 the entire population of British Columbia. The number was 325.000. In the city of Winnipeg alone 75,000 Britishers detrained It is stated in the immigration returns that tbe quality of the settlers was of a better type physically than in the past. the men went less to the towns, and more to the rural sections. The government gave away in the last two years to homesteaders an area equal to the State of Illinois, yet there are availnble two hundred thousand homesteads on the prairies yet — an area equal to thc state of Ohio. The total number of American farmers who arrived was 90,000. They were mostly men of ripe experience, and on an average brought in $1000 apiece. AT THE NORTHERN. Mr. Fraser stated that be anticipated some discussion nnd possible action during this session on a revision of the Land act, and wished to receive the opinions of the members oi the association and others as to what might be the best measure to be enacted.
