REVIEW OF THE TOWNSITE SITUATION AT PRESENT TIME
It appeard very obviouH that the unsettled
situation governing the ultimate outcome of
the townsite situation here, is having a depreciatory effect upon the realty murket
here at present. The fact that the Grand
Trunk Pacific Railway surveys follow the
Kraser River to a point opposite the innutli
of tho Nechaco River, where they cross, and
forsake the larger watercourse for the valley
up its tributary, leading to the west and
the sea, has been authority always for the
natural conclusion that a great city would
raise itself on the point of land formed by
the converging rivers. The strategic character of this natural townsite precludes thc
possibility of the railroad company's town-
site and development branch establishing
the big town of the Northern Interior of B.
C. at any other point, in consistence with
any practicable plan for establishing their
towns at natural railroad and distributing
centres. Nature obviated the possibility of
any alternative site when she moulded the
hills and valleys, and threaded the rivers
that drain this country, like a spider's web
through the hills, radiating from thc web's
centre which future generations have claim-
ed as the city to be —Kort George.
The site is ideal. The surrounding country
for great distances is all tributary to the
natural distributing and commercial centre.
Railroads from Vancouver and the south
must follow the Fraser River through the
centre of the web. Railroads from the Peace
Itiver country und the great northland will
fellow the grain of the province through
Kort George. These things must be. There
is nothing to contravene the evolution of
a eity here, its seed is sown in thc present
eity of South Kort George. — But, the
public at large do not understand the sit
uation. The G. T. P. have never yet made
any announcement of their intentions with
regard to the townsite situation, and so,
at the time we need it most, the growth of
the seedling city is nipped in the bud.
1 Why? Possibly the G. T. P. have not yet
decided upon the policy that they will pcrsue
here. They want to buy the Indian Reserve,
and have already made two unsuccessful
attempts to secure it. Thc failures were due
to the intcrferance of promoters who had a
hazy idea that were the sale of the Indian
Reserve to be quashed the railroad company
might build their big inland city on the
2000 odd acres of jack pine townsite owned
by thc Natural Resources Security Colnpany
to whom we refer. This outfit sowed the
seed of avarice in the fertile minds of the
Siwashes at a big potlatch given for tho
purpose of telling them that their reserve
was worth fubulous figures. The value of
the Indian Reserve of course depends entirely upon thc attitude of the ruilroad company. All sorts of reports have been circulated regurding the sale of the reserve, but
the fuct remains that up to the present time
all the G. T. P. hold in its right and title
is the reversionary right of this province.
Father Bellot, who went to Ottawa this
spring to dispose of the reserve, could not
close the deal. An agent of the Natural Resources Company however, wired president
Hammond to the effect that the sale was
accomplished, and the Natural Resources
literature spread the glad tidings. When it
turned out that the eminent agent had had
a pipe dream he was fired out of hand, but
Hatnviond got nervous prostration and had
to take a rest cure. This Natural Resources
Security Company has taken all kinds of
liberties with the name of the Grand Trunk
Pacific Railway. Thoy huvc shown the
"proposed station" of the railroad company
in as muny locations on the reserve as has
suited the selling campaign of the particular
square mile of 25-foot lots they happened
to be peddling at the titne. They have, as
we have repeatedly shown, interfered with
and hindered the sale of the Indian reserve,
and have been authority for a statement
that only the western half would lie sold,
which half adjoins their townsite.
Transcontinental railroad companies do
not care to have their plans upset by a
townsite company that are operating solely
upon the future assured a section, by anticipating their action with regard to it. Although there appears to be no possibility of
the railroad company taking any action
that would eliminate Fort George as a divisional point on their transcontinental, yet
the assured future of this young town lies
in the hollow of the corporation's hand.
Canada has a railroad commission that cun
adjudge and administer the action of railway companies with regard to the duty
they owe to the public at large, up to a
certain point. The railroad company however, can make their divisional points just
where they please, and can pass through
any settled community by merely dropping
a station in its midst, and establish their
own cities, bucked arid upbuilt by their
organization and development, at any point
which offers them the greatest opportunity
of profit.
The situation here at present stands like
this: The time is ripe for the sale of the Indian reserve- The Indians have rid themselves of their avaricious ideas with regard
to the value of their reserve, by their present lack of   prosperity    and degeneration,
owing to their proximity to the white imen.'_C
town. This week Chief Loui, head of the--
Port George Indians, left the reserve to take
up his abode ut the mouth of the Mud
River. "Spose sellum reserve, I tink very
good," he siad to The Herald before he left.
He wants to sell. When Indian Agent McAllan loft here last, after an ineffectual attempt to buy, he intended to return sometime in August to make another attempt.
The Herald is absolutely confident that if
this matter is taken up properly next month
that a successful issue will be arrived at.
When the railroatl company have acquired
the reserve they will then probably make an
announcement with regard to their plans for
townsiting, and location of the station
grounds.
At the present time there is only one
bonu fide town here. It is situated on the
Fraser River waterfront, on sub-divisions of
Lots No. 933 und 934, and is registered in
the Lands Department under the name of
South Fort George. Thc townsite generally
called "Fort George", situated about two
miles up the Nechaco River depends for its
development upon the amount of money
spent upon it by the Natural Resources
Security Company, or the inducements they
offer to businesses opening upon their site.
When the government of this province
accepts an application to purchase land
under section 34 of the Land Act, in cases
where the land so accepted lies athwart the
G. T. P. right of way, their acceptance is
subject to the rights of the railroud company to cross the land. This means that
the G. T. P. have a right to cut a slice 100
feet in width out of any land in its route.
In the Kamloops registry office plans of the
right of way are filed. These plans are made
Tau-t indetail, chiefly iln a scale of 400 feet
ta.tjjni/icB, KuMjiey appear to be there as
a matter ot lorra only, for so far the location of the G, T. P. here is only established
in a perfunctory sort of way, and is all
subject to revision before construction. Just
what interesting legal problems would be
evolved out of a revision hereabouts that
would land the line through some of the
twenty-five foot lots of Neohacoville we can
not imagine, yet the possibility is existent.
The matter is a problem all along the route,
and especially so when land owners wish to
dispose of their property in sub-division
form. The lines now out nre vague. If a
person takes thoin as final and unalterable,
either from the lines cut through the timber
or from a technical understanding of the big
scale maps deposited in the Kamloops registry oflice, and acts upon them, either he,
or those to whom he sells his land are very
liable to have their plans for possible development disrupted by the changing of the
actual route. The G. T. P. are empowered
to expropriate a 100-foot right of way
anywhere in the province on their main*
line, providing the lund they cross was not
deeded by the Crown prior to the granting
of their charter. That is ull right, but the
railroad company should not be allowed to
retard development or to cause any element
of doubt to be prevalent regarding the exact location of the road. They should be
required to file exact plans of their route,
and if deviated from in any manner to interfere with the rights of anyone who has
performed development work, or purchased
property from the owner whose title was
subject to their right-of-way, presumably as
shown on the recorded maps, they should be
required to purchase any land so disturbed
by the altering of the route.
Tribute to Its Founder
Another tribute is being paid to the memory of the late John Houston, by the dedication of a ward in the Prince Rupert General Hospital. The engraved brass plate was
received at Prince Rupert by Dr. lieddie,
recently, and arrangements have been
made to have it mounted and put in place.
The tablet is inscribed as follows:

HOUSTON, PIONEER, PH1LANTRO-
PHIST. THE ORIGINAL FOUNDER
OF THIS INSTITUTION.
With the placing in position of the plate
the John Houston Ward will be complete.
Already the ward has done useful service as
part of the efficient General Hospital of the
terminal city of the G. T. P.
Local and Provincial
Amongst thc arrivals on the steamer B.
X. on Thursday last were Messrs. Neil Gething and II. Jones, who are bound for the
I'eaee Kiver valley to superintend the surveying of some land areas in which they are
interested ill that section, now being surveyed by Jack Milligan, under P. L. S.
•lack Gray. Mr. Gething is well known in
lliis section, where for some years he classified landB for the government. He was one
'if the first timber men to locate limits in
the upper Fraser valley on the route of the
G, T. P. Mr. Gething, together with Messrs.
Williams & Murdoff, of Vancouver, are owners of Lot 1511, the large Island, formerly
the property of Russell Peden, situated at
the mouth of the Nechaco River. It is the
intention of the owners to subdivide when
the G. T, P. townsite question is settled.
The Northern Lumber Company are building a warehouse 28x50 feet, on a lot behind
the Northern Hotel . Tho company intend
to conduct a hay nnd grain and general
forwartling business from the premises.
Mr. Jermyn, of Wiarton, Ontario, a sawmill operator, was amongst the arrivals on
the steamer B. .X. this week. Mr. Jermyn
surprised at the growth and advancement
nf this remote burg, and is enthusiastic over
the prospects of tho surrounding country.
The agent of the North Empire insurance
''ompany, who is adjusting the Northern
Hotel lire, was amongst the.arrivals on the
last boat.
The primal necessity for thc upbuilding of
the future city of Dome Creek arrived here
this w«)k on the steamer IS. X. in the shape
of an engine for the saw mill that is to be
installed there by the Northern Lumber Co.
Dome Creok, when put on the market, will
J*' a thriving burg in a hurry. The site is
ideally situated in tho heart of the timber
country, 134 inilos up-river from here.
A former ngent of the Natural Resources
Security Company, writing from Winnipeg,
states that a man there named Cox, "with
11 nmnbor of thugs from thc United States,
1W selling the paper townsite there," and
m the process nre despnrnging the townsite
of South Fort    George. We will deal with
these gentry in our next issue.
The grounds at Central Fort George were
the scene of a lively match between the
Nechaco townsite and South Fort George
teams last Sunday afternoon. The score resulted in a tie of 19 to 19. We understand
that this will be played off shortly.
A sum of money was lost near the Northern Hotel last week in bills, the number of
which are known. The finder will please
lenve same at the Northern and receive a
reward.
George J. Hammond appears to be very
busy these days rustling land udvertisments
at cut rutes for their Nechaco table napkin.
If we had failed in our duty to the public
we could have collected a rebate of 83 on
every advertisment their rag prints as a
subsidy against further attacks against
the N. R. S. Co. and their punk townsites.
The Herald never yet failed in its duty, and
as long as we own it, never will.
The steamer B. X. missed the first trip
this week owing to repairs that had to be
made to her hull where a rock hit her a
little love tap whilst passing through the
canyon. i
Amongst the arrivals here this week was
J. Hillhouse Brown, one time manager of
a branch of the Bank of Hamilton in Hamilton, Ont. He is now a sales solicitor
for the Natural Resources Security Company, and is here in their interests.
Tho pioneer ranchers about here state
that the crops this year are the best of any
in their experience. Some of the gardens in
town arc agricultural advertisments to the
fertility of the district. Behind the Gei uan
Bakery on Second Street Is a small garden,
raised by Mr. K. Tiemeyer which is a wonderful display. The writer has never seen a
finer display of growing garden truck in
any part of the world.
It is reported on reliuble authority that
.1. Rufus Wallingford is now selling Nechaco River town lots.
The Kort George theatre continues to attract large crowds at its two performances
on Wednesday and Saturday evenings.
Albert Johnson of the Northern Hotel,
returned frotn a flying visit to the coast on
Thursday. Mr. Johnson tells us that in
Vancouver the Kort George interest is keener thnn ever, but now waits upon some announcement of the G. T, P. townsite policy.
Advices received from Vancouver state
that the contract for the remaining stretch
of 400 miles on the G. T. P. betweon Tete
Juane Cache and Aldermere in the Bulkley
valley, is expected to be let at any time
how. Contractor Jack Stewart left for the
east some time ago in connection with the
matter. It is generally anticipated that the
contract will be awarded to his firm.
A new road has recently been completed
Iietween South Kort George and tho bridge
crossing the Hudson's Bay creek. It is a
good piece of work.
The steamer Chilcotin has been delayed
on the lower rivor owing to the breaking of
a tube weld in her port pitman rod, The
SORELY IN NEED OF A HOSPITAL
The pressing need of a hospital in South
Kort George, where sick or wounded people
could receive proper attention whilst under
medicul care, is being felt to a greater extent every day. Although we have constantly been reminded of this grave deficiency to
the equipment of a town so remotely situated as this, no move has yet been made
towards the attainment of this object. This
week a striking example of the sort of thing
this districl is up against was brought to
our attention by the return from Giscombe
and although the operation would not be
Portage of H. Myers, a young journalist
who was bound for the Peace River country.
On reaching Giscombe he found thut he was
suffering from an abscess which was developing over an old wound. He returned im.
mediately to this place to find that surgical
aid could not be procured as Doctor Lazier
considered the operation of too serious a
nature to attempt without the aid of trained
assistance and proper surroundings. The abscess was in the vicinity of a great artery,
a difficult one to perform in an operating
room with proper appliances, here in South
Kort George it was too dangerous to attempt. The sick man had to be shipped in
haste to Quesnel by canoe as the growth
had developed to a dangerous degree and
the steamboat could not be waited for.
This is but one instance of the many we
could refer to. This is a matter within the
jurisdiction of the board of trade, we believe
and should be acted upon by thut body, or
organized at a public meeting. 	
NATURAL RESOURCES WANTS A LICENSE FOR CENTRAL
A petition has been circulated here this
week requesting that the government grant
a licence for the Kort George Hotel, owned
by the Natural Resources Security Company Ltd., of Vancouver. We do not know
what effect this petition will have upon the
licence question as it applies to the Nechaco
townsite, but The Herald's opinion of the
matter is that whilst the size and appointment of the Natural Resources Company's
hotel would warrant this licence being issued, no action should be taken by the Attorney-General's Department pending the
re-building of the Northern Hotel in South
Fort George, as it appears to be the intention of the department to restrict the
number of licences to be issued in this section to the narrowest possible margin, and
as the department appears to consider all
the subdivisions hereabouts as part and
parcel of the one town, discrimination will
naturally have to be in favor of the most
populated area thereof. The Nechaco town-
site is a long way from the business centre
of the district. It is the camping ground of
the townsite company's employees and
should not lie confused with the centre of industry und progress in the Fort George
district, for that spot lies on the banks of
the Fraser River at South Fort George. Thc
hotel of the townsite company we have
named is a huge wooden building. It rises
or all the world like thc great pyramid of
Cheops in the desert that borders the banks
of the Nile in the neighborhood of ancient
Memphis, only the river that winds by its
stoop is the Nechaco, and the desert is the
townsite of the Natural Resources Security
Company. It took 100,000 ancient Egyptians 20 years to build that pyramid for Mr.
Cheops, and,, according to the newspapers
of the period, that was going some, but
the same gang would keep busy for half a
century if they had to try and build up a
live town on the sites of the Nechaco River
lot peddlers. However it stands to reason j
that when a city is situated 300 miles from
a railroad, and that when that city has
been dangled before the eyes of the public
all over the continent as the surest thing in
"futures" on the main line of the G. T. P.
through new British Columbia, that a big
flood of investors and boom followers will
want accommodation here. Then follows tho
time of construction, when people will pour
into the hub of the north country from all
the great highways that lead to its portals,
and all these people will want food to eat,
a bed to sleep in, ami, perchance, a drop
from the cup that cheers. This last applies
especially to    those who   have come from
long distances to view their lots in the Nechaco townsite. There is no money in running a hotel without a licence. It is like
running a newspaper without advertisers,
and none but a Natural Resources Security
Company would have built a twenty or
thirty thousand dollar hotel here without
one, but they needed some building of generous proportions to counteract the effect
of stagnation on their endless vista of
houseless streets.
South Fort George had a splendid licenced hotel until the first day of this month,
when fire completely destroyed it. With the
destruction of the hotel went the licence. A
new, and even better, hotel will be built by
the proprietors, and a licence will undoubtedly be issued to the new hostelry as soon
as it is completed. However, should the petition, circulated here in tlie interests of the
Natural Resources Security Company's
hotel, effect in any way the granting of the
licence here it should carry no weight whatever. At present in Soutli Kort George it is
a hard matter to get a bed. The few rooming houses are full to overflowing, and new
arrivals are reaching here daily. The situation will be serious until the new hotel
opens its doors to the travelling public, nn
event which we hope to see transpire very
soon.

Tiie Duke of Sutherland, one of the
largest land owners in Scotland, will visit
this place next month, accompanied by a
party of English capitalists who are engaged upon a great colonization scheme.
Attorney-General Bowser is expected to

A tennis tournament will be held on the
courts nt Central Port George tomorrow
afternoon.
The steamer Kort Fraser returned on
Friday from a trip up the Salmon river.
Tho little boat landed Mr. P. Landry's survey party fifteen miles up the stream from
its mouth. This is the lirst time in history
that a steamboat has navigated the Salmon
River. *

FIRE WARDENS ELECTED
An election of fire wardens was hold in
the government office this week. The following gentlemen were elected: Messrs. J. R.
Campbell, W. F. Cooke and John Bronger.
The wardens are empowered under tho
"Village Fire Protection Act" to obtain access to any resilience or business house at
any reasonable hour of the day, and examine the heating equipment. Should they consider any stove pi|x:s, chimneys or other
heating apparatus unsafe they may condemn it, and instruct the owner to substitute whatever may be necessary. In the event

installed by order of the court at the expense of the owner
The fire brigade have ordered a supply of
fire fighting equipment and apparatus. The
various committees are working hard to
complete the organization. The finance committee, who are authorised to collect taxation will call upon the citizens at any time
for a fire tax imposed as follows: livery
business houses, $10.00; residencies, 85.00;
tents and shacks, 82,50. It is to be
hoped that the town will respond reudily to
(his modest demand for which some sort of
protection from disaster will be afforded.
The Pacific const press are clamouring in
harmony about the necessity of IS. 0, conserving the trade of the Northern Interior
and I'eaee River valley, by the building of
a line from the Peace River to Vancouver
by way of the Kraser valley und Pemberton
Meadow country. They had bettor get a
move on. Last week one of the prominent
business men of this section left here for Ed
monton to arrange the preliminaries of a
transportation route between this point and
Edmonton via the G. T. Y. to railhead and
the Fraser River from Tete Juane to South
Fort George. This route will be used commercially next summer, and Edmonton will
get the benefit of the trade. This in spito
of the warnings that have been thrown at
Vancouver for the past four years.

This company is proposing to immediately
erect at Quesnel, a high class, modern brewery, and is offering to the public for subscription at par 300 of its 000 shares.
Sinoe tlie incorporation of the company
several /months ago, continuous efforts have
been made to obtain from the Dominion
Inland Revenue Department its consent to
the issue of a brewery licence. It has now
agreed to u grant being made when the
brewery is erected, and it has already appointed an Inland Revenue Inspector at
Quesnel to transact the business of the com-
pnny. An application will be made with all
practicable speed  for a    provincial licence,
und the Directors now propose to immediately construct und equip the brewery.
The whole expenses of promoting the
company, including Solicitors charges for
promotion; Government fees; stock books;
the printing of stock certificates und the
Articles of Association; Solicitor's charges
for securing an understanding from the
Dominion Government as to a grant of a
licence when brewety is erected; the cost of
printing and publishing this prospectus have
been assumed by the Directors, or some of
them, and for so doing the said J. B. Daniell will be allotted 60 shares, and the said
J. A. Eraser; W. L. Collins; (A. W. Cameron;
E. L. Kepner; and George J. Walker 18
shares each. A contract dated 25 November
1910 to this effect has been entered into between the Company and the individual Directors and the same may be seen at the registered office of the Company during business hours.
The Company is thus, without the payment of a single dollar, in the very fortunate position of being discharged from all initial and organizing expenses. •
No shares will be(issued ut a discount and
every dollar subscribed will be used for the
uctual business ,needs of the company.
The Directors are fortunate in having secured the services of Mr. George Bruder as
Brewer and Manager. Mr. Bruder is splendidly equipped for the position. He has 25
years experience as a Brewer in Germany,
Switzerland, the United States and Canada.
He is a graduate of the American Brewing
Academy and was for years Brewmaster of
the Upper Michigan Brewing Company, und
Inter of the Imperial Brewing Company, of
Kamloops, both oi which were exceedingly
successful under his management.
Mr. Bruder is the owner of a considerable
amount of Brewing plant and apparatus,
and so much confidence has he in the possibilities of this District, and the successful
outlook of tho Company that he has agreed
to turn over his plant at a valuation in exchange for the shares of the Company at
full par value.
The Directors only propose to raise the
capital necessary to place the Company in a
thoroughly sound financial condition, and
now offer for sale $15,000,00 of shares based
on the following estimate;

The profits of Breweries are proverbial.
The distances of this country from the railroad; the impossibility of price competition
from the nearest brewery; the immense extent of territory this brewery will serve; and
the splendid prices obtainable, place this
brewery in a class by itself, and make the
Directors firm in their belief that this company will in a very short tiine be in an exceedingly prosperous condition and paying a
very high rate of dividend.
This brewery will supply Quesnel, Fort
Oeorge, Stanley, 150 Mile House, Soda
Creek, Quesnel Forks, Hydraulic, and all the
surrounding country, and it is estimated
that these places, during this year, consume
nt least 2000 barrels of beer. The plant it is
proposed to install is capable of manufact-
facturing 2500 barrels of beer per annum,
leaving a considerable margin for development without increased cost.
The construction of the G. T. P. and other
railways through this part of Northern B.
C. will immediately increase the territory
this brewery will serve, and ensure a big expansion of business within, a comparatively
• short time. As any larger quantity of beet
can be manufactured at a less cost of output than a smaller quantity, a steady increase in the yearly profit in proportion to
the increase in business will be made.
An average wholesale price of a barrell of
beer holding 6 doz. bottles is $10.00 at the
Brewery. Prices vary Irom $8.10 to $12.85
The average weight of such a barrell is
245lbs, and the freight from the Brewery to
Quesnel ut 5 cents per pound would be $12.-
25. Beer from the Railway cannot therefore
be laid down in Quesnel under $22.25 per
barrell.
The estimated sost ol manufacturing a 6
dozen barrell of finest quality beer in Quesnel is only $7.80.
At $22.25 per barrell a bottle of beer costs
approximately 31 cents, of which the freight
is approximately 17 cents.

After providing for the writing off of the
cost of the entire building and plant in five
years, and for the creation in that time of
a reserve fund equal in amount to the entire capital now to b< subscribed, these
profits would pay a dividend of over 60 per
cent.
To comply with the Companies Act it is
stated that the Minimum Subscription on
which the Directors will proceed to allotment is one share. A considerable number of
shares have already been spoken for.
Applications for shares should be made
upon the form accompanying this prospectus, and sent to the Company's Bankers, the
Northern Crown Bank, Quesnel, or to the
Trader's Bank, South Fort George, with a
remittance for the amount payable on application.
A copy of the Company's Memorandum of
Association is printed in the fold hereof,
and with the Articles of Association of the
Company forms part hereof.
Where no allotment is made the deposit
will be returned in full, and also where the
nutnber of shares allotted is less than the
number applied for the balance of the deposit will be applied towards the remaining
