rank and tnleut hnve departed, and the
world etill moves—still goes on it, its ac-
costouicd orbit. \Xe havo so far heard
ot no usironomicul phenomena, altboogb
it is predicted that the present month will
be remarkable for. meteoric exhibitions •
bnt we believe that Ibe prophets do not
attribute those extraordinary occurrences to the absence of either Governor
Kennedy or Governor Seymour from the
Pacific colonies. It is a fact—a melancholy one it may be—that the order of
nature is in no way disturbed hy the evolutions or peregrinations of royalty or its
representatives. The public mind may he
seriously ngitited over the question
whether His Royal Highness or His I.'x-
cellency took a drive before dinner, and
whether he imbibed sparingly or freely
after the important meal; but it is with
shame we confers it, the elements do not
appear to be iu tho slightest degree uf
fected by the circuuistuuco. Even the
ordinary uffairs of life go on undisturbed.
Men buy and sell, make fortunes or become bankrupt, very much thu same as
before. So far as the absence of the
Govorners of these two colonies is concerned, we Dud uo perceptible difference
in our external or internal affairs. People were leaving the country iu detestation when their 'Excellencies were amongst
ns, and thoy are not doing much more or
much less now. We aro pained at this.
If the fates had been propitious, we should
bave had, when thc Governors left, at
least au earthquake or two, a Fenian
raid, an extensive fire, or some much
dreaded calamity ; but we bave beeu
treated by nature with perfect indifference, aud tho dangerous question is forced
upon the p ople—if they can get along
without an expensive Governor as well as
with one, what is the use of paying him ?
This is not all; if Governors can be dis
pensed with—if youths can manage the
affairs of stuto equally well at a fourth of
the expense, if au ordinary clerk can fill
that Important office of Colonial Sicre-
tary, and "subs,'1 that can be picked up
in any store in tho town, manage the arduous duties of "chief clerk,'' what becomes of the "art and science of colonial
rule.'' If indeed, the great offices of tho
government can be filled.without any more
catastrophes than usual, by subordinates
—if Governors can go away and be not
missed—if Colonial Secretaries cau leave
their duties to be filled by clerks, what
guarantee havo we for the perpetuity of
our glorious institutions, for tlie support
of gold lace and red tape ? We call upon
Mr. Birch and Mr. Young to tlo something that will relieve the people of both
colonies of tlieir fears. Wo call upon
them, if they value the repel a; ion of
Governors, and the saercdness of the
position, to jeopardize tho Crown, to get
up a little civil war, to do in fact something to show whnt tho colonies have to
dread wheu their Governors leavo them.
If they havo not tlio patriotism, the loyalty, and the wisdom to do this, then
they must take the consequence. Thoy
must be prepared to hear the profane idea put forward that if the
greatest of the officials can be very
well dispensed with why may not
many of the lesser lights ? This will
lead in the ordinary course of reasoning
to tlie other question—if a country is so
easily governed, why may not the people
undertake the task themselves, and save
' the exchequer. We say the crisis is a serious
qne, and on the heads of Messrs. Birch
and Young devolve the greut responsibility. Let the people only get it into
tlieir heads that gold lace does not bring
with it any perceptible amount of wisdom
—that John Smith at $2,500 a year
would answer iheir purposes as*well as
Sir Richard Plaiilagenet at $25,000—
ond it is just possible they may in course
of time forego tlie expensive dignity of
Sir Ki'jliiiid and accept tho more unpretending but oqnally asef.ll services of
Smith.
