The mandate of the people is an expression often used by speakers, politicians, and others in these days when the electorate give this verdict upon important public questions by their votes at the polls. Hon. Joseph Chamberlain in his preferential tariff campaign frequently speaks of submitting the policy he advocates to the British electorate for their decision. Centuries ago. when the people had no part in the government, itofconr.se meant only the commands or charges of absolute sovereigns and pontiffs. But it has now a new meaning. The Premier in Canada gives a mandate to the House of Commons and the people. The word in its new meaning may be found ' in the last sentence of the following extract from a speech of Sir Wilfrid Laurier's on the Grand Trunk Pacific as follows: Our voire was heeded, the project has been accepted, and there it is now for confirmation or rejection by the Canadian parliament. Friend and foe must admit that during the last fifty years the Grand Trunk Railway has done a great deal for the development of Canadian life. But it is nothing but the truth to sav that during the next fifty years the Grand Trunk will do more for that development than it has done in the past. It will no longer be a foreign company; it will become a Canadian company with its termini at Canadian port* on both oceans, at Port Simpson and at Si, John, Halifax and Que- bee-, and fifty years from to- !■ . no.* less then fifty, in ten, iftee'n or twonty years we shall have another transcontinental railway, every inch of it in Canadian territory, with immense terminals on both the Pacific and the Atlantic, with the trade flowing over it, not nf Canada alone, but of Eastern Asia towards Europe, and of Europe towards Asia. Thi<5 is 'h_ statement which I made t j the House; this i.s the mandate which 1 have to give to the House and to the people, and I repeat what I said a moment ogo, upon that policy of a national railway from east to west on Canadian territory, we stand or we fall.
