ISSUED UNDER THE PUBLIC SEAL OF THE COLONY OF BRITISH COLUMBIA, AT VICTORIA, VANCOUVER'S ISLAND, THIS FOURTEENTH DAY OF FEBRUARY, ONE THOUSAND EIGHT HUNDRED AND FIFTY-NINE,, IN THE TWENTY-SECOND YEAR OF HER MAJESTY'S REIGN, BY ME, JAMES DOUGLAS.
