ISSUED UNDER THE PUBLIC SEAL OF THE SAID COLONY, AT VICTORIA, THIS 14TH DAY OF MAY, 1859, IN THE TWENTY-SECOND YEAR OF HER MAJESTY'S REIGN, BY ME, JAMES DOUGLAS. IL.S.] BY HIS EXCELLENCY'S COMMAND.
