BY HIS EXCELLENCY JAMES DOUGLAS, COMPANION OF THE MOST HONORABLE ORDER OF THE BATH, GOVERNOR AND COMMANDER-IN, [sic]]CHIEF OF THE COLONY OF BRITISH COLUMBIA, VICE ADMIRAL OF THE SAME, &C., &C. ... [L.S.] ISSUED UNDER THE PUBLIC SEAL OF THE COLONY OF BRITISH COLUMBIA, AT VICTORIA, VANCOUVER ISLAND, THIS EIGHTH DAY OF MAY, IN THE YEAR OF OUR LORD ONE THOUSAND EIGHT HUNDRED AND SIXTY, AND IN THE TWENTY-THIRD YEAR OF HER MAJESTY'S REIGN, BY ME.
