AN ACT TO DECLARE THE VALIDITY OF THE DEBENTURES ISSUED BY THE MUNICIPAL COUNCIL AND THE MODE OF ENFORCING THE PAYMENT OF THE ASSESSMENTS, LICENSES, FINES AND PENALTIES DIRECTED TO BE ASSESSED AND LEVIED BY THE BY-LAWS PASSED BY THE MUNICIPAL COUNCIL BY VIRTUE OF THE "VICTORIA INCORPORATION ACT, 1862."...
