To the Honourable
the Provincial Secretary.
Sib,—I have the honour to present herewith the
Balance Sheet and Cash Statement of the Victoria
Water "Works, to 30th ultimo. In presenting the
former, I beg to refer you to certain accounts which
may require more explanation than can be given
that form.
The account called "construction" has received all
the original accounts opened for main pipes charges,
contracts of all kinds, &c, &c, and shows the entire
cost to date of the works, with the exception of
service pipes, the cost of which, being recoverable,
has been charged to Kevenue.
The Interest and Sinking Fund Account ■ shows
that ample provision has been made thus far for the
redemption of the Debentures.
The first issue of Debentures ($100,000),
at par; the second ($50,000)  which took pla
about the 5th September, 1875, at a discount of 12j|
per cent.,  and realized $43,750, the Coupons then|
handed over with the Debentures (falling due on 20th
November, 1875,) were worth $1,050.
During the six months immediately preqeding this
sale the current account at the Bank was overdrawn,
and about the same amount for Interest was charged.
The following amounts having been charged to
"Revenue" will explain why a balance of $3131 31
is now standing to its debit.

The Revenue Cash Statement shows how the entire

Sir:—I have the honour to transmit to you, herewith,
a printed Circular Despatch, from the Right Honourable the Secretary of State for the Colonies, and a copy
of an Order of Her Majesty in Council, therein referred to providing for the apprehension of Deserters
from Merchant Ships belonging to the Kingdom of
Hawaii, under the '• Foreign Deserters Act, 1852."
May I request that you will cause publicity to be
given to these documents in the Province of British
Columbia.

THEREAR by the   " Foreign . Deserters   Act
WH
«/■ ii, is provided that whenever it i» m»uC
to appear to Her Majesty that due facilities are or will
be given for recovering or apprehending Seamen who
desert from British Merchant Ships in the territories
of any Foreign power, Her Majesty may, by Order in
Council stating that such facilities are or will be given,
declare that Seamen, not being slaves, who desert from
Merchant Ships belonging to such power when within
Her Majesty's dominions shall be liable to be apprehended and carried on board their respective ships,
and may limit the operation of such Order, and may
render the operation thereof subject to such conditions
and qualifications, if any, as may be deemed expedient;
and whereas it has been made to appear to Her Majesty that due facilities are given for recovering and apprehending Seamen who desert from British ships in
the territories of His Majesty the King of Hawaii.
NOW THEREFORE, Her Majesty, by virtue of
the power vested in Her by the said " Foreign Deserters Act, 1852," and by and with the advice of Her
Privy Council, is pleased to order and declare, and it
is hereby ordered and declared that from and aft< "
publication hereof in the "London Gazette" Seamen
not being slaves, and not being British Subjects, who
within Her Majesty's dominions desert from Merchant
ships belonging.to the Kingdom of Hawaii shall be liable to be apprehended and carried on board their res-

Vf OTICE is hereby given, in accordance with the
UN provisions of the " Land Act, 1875," that Las-
queti Island, in the Land Recording District of Na-
naimo, has been subdivided by survey, and the Map
thereof has been deposited in the office of T. L. Faw-
cett, Esq., Nanaimo.
And that claimants to any portion of this land who
have not obtained Crown Grants thereof, should prove
up their claims in accordance with Clause 21 " Land
Act, 1875."

NOTICE is hereby given, that under and by
virtue of the authority of the "Registration of
Births, Deaths, and Marriages Act, 1872," District No. 4 under the said Act is hereby varied by
taking therefrom that portion known as the Polling
Division of Kamloops in the Electoral District of
Yale; and the said Polling Division of Kamloops is
hereby created a District under the said Act, by the
title of "District No. 11."
NOTICE
IS hereby given, that the. following parcels of land
situated in  the Osoyoos Division of the  Yale
District were reserved for the  use of the Indians in
A piece of land situate near the head of Osoyoos
Lake (its western boundary) and taking both sides of
a tributary of that lake known as "Oh-com-eith " or
Little Oreek; thence running in an easterly direction
through a narrow valley for about 2\ miles to a
small lake.
A tract of land embracing the land on both sides of
the Ashnolan River, a tributary of the Similkameen
River, and terminating on the East side at a bluff
close to the bank of the atter River, and upon the
West by a small creek running into Similkameen
River.
A piece of land situated at the Eighteen mile creek
from Keremeos on the Hope trail, and extending to-
another creek about three miles distant in an easterly
direction on the said trail.

SEALED TENDERS, endorsed "Tender for clearing Alberni and Nanaimo Trail," will be received
by the undersigned up to 12 o'clock on Monday,
28th May next, for cutting out the trail from Alberni
to Qualicum, and from Qualicum to Diver Lake
Plans and Specifications can be seen, and blank
forms of Tender and agreement to execute Bond, can
be obtained at the office of the Government Agent,
Nanaimo and at the office of the Chief Commissioner
of Lands and Works, Victoria.
Each Tender must be accompanied by an agreement
to execute a Bond, duly signed by the Contractor
himself, and two other responsible residents of the
Province in a penal sum amounting to $200 for the
faithful completion ofthe work. [
Tenders will not be considered unless made strictly
in accordance with the printed forms, and in the case
of firms except there are attached the actual signature
and place of residence of each member ofthe same.
No Tender will be accepted, unless accompanied
with an agreement to execute a Bond as above.

NOTICE.
WHEREAS by the 65th Section of the " Coal
Mines Regulation Act, 1877," it is enacted
that the said Act should come into operation on and
after the expiration of three months notice having
been given of the assent of the Lieutenant-Governor
thereto in the British Columbia Gazette, which snid
notice should be given within one month from the
Lieutenant-Governor's assent thereto.
Public notice is hereby given that the said Act was
assented to by the Lieutenant-Governor of the Province on the 18th day of April last, and that the same
will come into opeiation on and after the expiration
of three months from this date.

1. Place the patient face downwards, with one of
his arms under the foiehead, in which position all
fluids will escape by the mouth, and the tongue itself
will fall forward, leaving the entrance into the windpipe free. Assist this opeiation by wiping and
