Integrated resource management : B.C.’s regional resource management committees

This thesis examines and assesses an institutional arrangement for inter-agency communication and conflict resolution in resource management and use. In British Columbia, common administrative boundaries have been defined for provincial resource agencies and regional committees established to facilitate communication at the managerial level among eleven provincial agencies concerned with resource use, environmental protection, and settlement servicing. The prime objective of the Regional Resource Management Committees is to facilitate integrated resource planning and management. The nature of institutional arrangements for resource management is explored and B.C.'s Committees are placed within the context of the literature on the subject. The status of the Committees was determined through content analysis of Committee minutes, and the process of operation of two Committees has been assessed in light of normative criteria. Data for assessment was generated through intensive structured interviews with members of the two regional Committees and with headquarters officials of each member agency. The process of Committee operation is presented and assessed. Problems of current Committee operation are identified and suggestions are offered for enhancing inter agency problem solving and facilitating the transition to integrated resource management.
