Population The 1978 population estimates used are linear estimates derived from the 1971 and 1976 Canadian Census data, as shown on page 3. Full-Time Equivalents The concept of the "Full-Time Equivalents (FTE) 11 was developed so that manpower counts could be adjusted to take account of various levels of activity. The amount of annual payments by the Medical Services Commission (M.S.C.) is used as a surrogate for levels of activity. The base value used to calculate full-time equivalents in each specialty group (including General Practice) is the average payment by M.S.C. to all those physicians in their groups receiving at least $30,000 annually. Each Physician 1 , except as below, has been assigned a full-time equivalent which is the ratio of his/her receipts to the specialty group average. If a Physician is in a specialty with fewer than fifty Physicians, then a full-time equivalent of one (1) has been assigned. M.S.C. Type of Practice Type of practice codes are assigned by the Medical Services Commission. These codes best represent the type of practice of each Physician as reflected in his/her billings to M.S.C. Patient Count The "Total Number of Patients" is, in fact, the sum, over all Physicians, of the number of discrete patients seen by each Physician during the peri od2 • 1 All Physicians in Non-clinical Specialties (Pathology and Bacteriology, Radiology, Public Health, Nuclear Medicine) are excluded. 2 Period is eleven and one-half months, ending March 31, 1978. -2-Note that this figure will duplicate individuals by including the same · individual with each Phvsician who had contact with that individual during the period. It will also duplicate persons who change · identity number during the period. This figure, then, more accurately · represents the number of unique patient/doctor relationships in the Prov i nce. Type of Practice (with at least physicians) present statistical information of various forms (~ee pp. 8-20, and 21-33). Columns 1 and 2 indicate, by Regional Hospital District, the number of physicians represented in each line of data and the number per 10,000 population. Column 3 represents the sum of the full-time equivalents which the physicians in that region represent. The "Activity Index" in Column 4 is Column 3 divided by Column 1 and represents the ratio of the average payments per physician in a region to the provincial average for that group of physicians: thus, it is always 1.00 in each table. Comparisons cannot be made between different specialty groups. The data in Column 5 is the average number of unique patients seen by physicians within the indicated specialty and region in the indicated year. As is explained in Definitions (page 1), the "total number of patients" is, in fact, the sum over all physicians of the number of discrete patients seen by each physician during the indicated year. Column 6 indicates the average payments by M.S.C. to selected physicians per physician/patient relationship. The average of payments by M.S.C. to the selected physicians per population in the region is presented in Column 7.
