Evaluating the implementation of a new smoke and vape-free area in the UBC health precinct Padron, Alejandra; Cam, Ece; Heredia, Javier; Nworjih, Amaka; Wu, Chen

Abstract

The project team was tasked with collecting post-implementation date of new smoke and vape-free areas on University of Columbia’s Vancouver campus. The objective of the project team’s work was to identify areas of non-compliance and find ways to assess public support and awareness of the non-smoking and vaping policies. The study consisted of field observations and a literature review. Field observations took note of smokers, cigarette butt accumulations, and the location of no-smoking signage. Observations took place on weekdays and weekend, with overcast and clear conditions. The literature review of the policies and initiatives at other universities and hospitals. The project team was able to determine times and conditions when more smokers were active in the study area, hot spot areas of non-compliance, and the location of signage in relation to these observations. This report concludes with a series of recommendations for next steps: ● Undertake a draft survey for further field research regarding on-campus support and awareness of the policies (draft provided); ● Increasing awareness through place-making methods, additional signage, and information campaigns; ● Avoiding conflicting messages by removing enabling structures and ashtrays; and ● Managing non-compliance through fines and policy enforcement, as well as designated smoking areas.
