Description	We construct an explicit local duality map for codimension 2 toric ideals, thanks in part to the explicit free resolutions of Peeva--Sturmfels for such ideals. We then combine this with our work on the parametric behavior of the series solutions of an A-hypergeometric system to explain how local cohomology causes rank jumps.
