it has been known for a long time that \(\p_1\)-null kernels imply surgery ( pg 94 Freedman-Quinn book) and also that weaker grope based kernels are "universal" for surgery ( if you can solve these problems, you can solve all unobstructed surgery problems.) Slava and I have shown that a kind of kernel "half way between" the two is still universal.
